Activities funded
- Rehabilitation, replacement, and reconstruction of rail transport infrastructure such as tracks, bridges, viaducts, tunnels, culverts, and retaining walls
- Track levelling, ballasting, and rock armouring that do not constitute routine infrastructure maintenance
- Repair and reconstruction of the crossing surface at a public grade crossing where the applicant is solely responsible
- During a disaster, current or specialized maintenance and inspections needed to maintain or restore rail service, including rail testing, soil structure geometry, bridge, tunnel, and retaining wall inspection, and vegetation control work
- For passenger transport only during a disaster, adaptation of rolling stock or infrastructure needed to maintain or restore rail service

- Projected annual project financial statements or cash flows covering five years, including pessimistic, realistic, and optimistic scenarios of project benefits or savings with the assumptions for each
- The project borrowing interest rate or the company’s average borrowing rate, the company’s debt ratio, tax rate, and the market residual value of project assets in year five

Who is eligible?
- Short line railways (CFIL) located in Quebec
- Industrial railways located in Quebec that provide transportation services for others
Who is not eligible
- Consulting firms and similar organizations
- Applicants listed in the RENA, including subcontractors listed in the RENA, and applicants that have failed to meet obligations tied to previous Quebec government financial assistance
- Category or class 1 railway companies, including CN, CPKC, CSX Transportation, VIA Rail Canada inc., and Amtrak
- Industrial railways that do not provide transportation services for others, and public, private, or public-private operators of metros, commuter trains, light rail, tramways, or fast trains, including direct and indirect subsidiaries of the Caisse de dépôt et placement du Québec
- Railway operators owned by the Government of Canada, Quebec, another province, or a municipality outside Quebec, including Chemin de fer de la Gaspésie, Chemin de fer Québec Central, and Compagnie de chemin de fer Arnaud (Québec)
Eligible expenses
- Purchase of materials, acquisition or rental of equipment, transport of personnel, materials, and machinery, and equipment installation
- Insurance for the project, and salaries, wages, and social charges paid to professionals, technical staff, consultants, and contractors working directly on the project
- Signalling plans, environmental and engineering studies, plans and specifications, professional fees, site supervision, verification, and evaluation
- In a disaster, current or specialized infrastructure inspection and maintenance to maintain or restore service, and for passenger transport only, adaptation of rolling stock or infrastructure
Ineligible Costs and Activities
- Land acquisition, decontamination work, and relocation of marshalling yards
- Fees related to canvassing and preparing the financial assistance application
- Sales taxes on eligible expenses, financing costs, and interest on borrowings or loans
- Routine infrastructure maintenance and inspection expenses, except those needed during a disaster to maintain or restore freight or passenger rail service
- Operating expenses not directly related to the project, including salaries and in-kind goods or services, and costs from purchasing goods or services from a company listed in the RENA

- Contribution to maintaining or improving rail infrastructure considered important for Quebec’s transportation system and a region’s economy
- Contribution to improving the efficiency, competitiveness, and safety of the rail network and transport system in Quebec
- Contribution to maintaining, restoring, or, in a disaster, adapting freight or passenger rail services considered important to a region’s economy
- Economic, financial, and logistical benefits for users
- Applicants must demonstrate the expertise and financial capacity to carry out the project, and projects are also reviewed for the need for funding, financial profitability, overall credibility, and available program budget
How to apply
- Step 1: Consult the Program Guidelines

- Contact the ministry to discuss your project's eligibility and determine the most appropriate program component, if necessary.
- Step 2: Prepare the Application Package
- Complete the official financial assistance application form specific to the program.
- Assemble a comprehensive explanatory document including organization identification, project description, detailed budget, financing structure, schedules, supporting reports, and demonstrations satisfying the program’s selection criteria.
- Gather financial statements and any additional required information as outlined in the application guidelines.
- Step 3: Submit the Application
- Send the completed application form and all required supporting documentation to the program by email at PSITFIM@transports.gouv.qc.ca.
- Step 4: Application Review and Follow-up
- The ministry will analyze the application according to the program’s selection criteria.

- Step 5: Funding Agreement and Disbursement
- If approved, sign an agreement with the ministry outlining the program conditions and obligations.

- Step 6: Project Implementation and Reporting
- Carry out the project in compliance with program and legal requirements.
- Provide annual progress reports and submit evidence of expenditures, as well as other documents required for monitoring and final payment.
Additional information
- Beneficiaries must follow the Quebec government visibility protocol and acknowledge the Government of Quebec’s financial support in public communications.
- The Minister may publicly announce major project details and may publish information related to the financial assistance awarded.
- Assets acquired with the assistance cannot be moved, sold, abandoned, dismantled, or used for other purposes for five years after the work or purchase is completed; non-compliance may require full repayment.
- Beneficiaries must provide data needed for program monitoring and evaluation for five years after the work ends, and government representatives may verify information on site.
