The Maritime, Air, and Rail Transportation Efficiency Program – Studies Component offers non-repayable funding of up to $250,000 per study to support projects aimed at reducing greenhouse gas emissions and improving energy efficiency in Quebec's transportation sectors. Eligible activities include feasibility studies, energy audits, development plans for emissions reduction, and studies on the adoption of renewable fuels or electrification.
Financing terms and conditions
- Non-repayable financial assistance up to a maximum of $250,000 per study.
- Funding coverage varies by applicant type and project specifics, ranging from 33% to 75% of eligible expenses.
- For electrification or carbon-neutral fuel projects with publicly available results, funding covers up to 75% of eligible expenses; for private companies, up to 65%.
- A cumulative federal support maximum applies; combined government aid may not exceed set percentage thresholds (up to 90% for local/regional communities, 80% for electrification-focused projects).
- Eligible non-profit and local/regional bodies may receive an advance payment of 25% of the awarded financial aid after signing the agreement.

Eligibility
- The applicant must be a legally constituted organization with an establishment in Quebec.
- The organization can include local and regional communities, including port authorities.
- The applicant must be the owner or legally responsible for operating the assets involved in the proposed project.
- The project must aim to improve energy efficiency or reduce greenhouse gas emissions in the maritime, air, or rail transportation sectors through eligible studies or development plans.

- Legally constituted organizations with an establishment in Quebec
- Local and regional communities (including municipalities and regional entities)
- Port authorities
- Private companies (excluding those specifically identified as ineligible)
- Non-profit organizations (that are not excluded by the program)

- Quebec government ministries and budgetary organizations.
- Canadian federal government ministries.
- Société des traversiers du Québec.
- Société portuaire du Bas-Saint-Laurent et de la Gaspésie (as a corporation).
- Consulting firms and similar organizations.
- Organizations listed in the Register of Enterprises Ineligible for Public Contracts (RENA).

Selection criteria
- The order of receipt of complete and duly filled applications ("first come, first served") determines the processing rank of applications for each administrative region.

- The total program budget is currently exhausted, and no new applications will be accepted until further notice.
- First installment payments (25%) are available for certain non-profit organizations, cooperatives, and local/regional communities after signing the funding agreement and a letter of commitment from the Minister.
- Financial assistance is provided as a non-repayable grant (not a loan).
- The program operates on a first-come, first-served basis for application processing.
