Overview

The Program for Efficiency in Maritime, Air, and Rail Transport – Infrastructure and Equipment Component provides non-repayable funding of up to $4 million per project for initiatives that reduce greenhouse gas emissions through investments in energy-efficient infrastructure and equipment in Québec. Eligible activities include projects that improve energy efficiency or support the electrification and adoption of clean energy within the maritime, air, and rail transport sectors.

Financing terms and conditions

  • Non-repayable financial assistance (grant) determined by the amount of GHG emissions reduced or avoided over a 12-month period.
  • Maximum aid per project: $1,000 per tonne of CO2 equivalent reduced/avoided annually, or $2,000 per tonne for projects involving transport electrification or carbon-neutral fuels.
  • Maximum financial assistance per project: $4 million.
  • Financial assistance percentage and required beneficiary contribution varies by organization type and project specificity, with a maximum public contribution up to 75% of eligible costs for local/regional governments and 65% for private companies (with higher rates for electrification projects).
  • Total government support (including federal funds) is subject to a cumulative ceiling by organization and project type; assistance cannot exceed this ceiling.

Eligibility

  • The applicant must be a legally constituted organization with an establishment in Quebec (including local and regional communities, and port authorities).
  • The project must involve investments in infrastructure or equipment that improve energy efficiency and promote the use of clean energy in maritime, air, or rail transport.
  • The project must achieve a minimum reduction or avoidance of 50 tonnes of CO2 equivalent emissions per year within Quebec.
  • The applicant must be the owner or have legal responsibility for the operation of the assets involved in the project.

  • Investments in infrastructure aimed at improving energy efficiency in maritime, air, and rail transport.
  • Purchase and installation of equipment supporting the use of clean or renewable energies in transport operations.
  • Environmental and engineering studies related to adaptation to climate change and sustainable infrastructure development.
  • Incremental costs for the purchase of carbon-neutral fuels, such as biofuels or green hydrogen, for pilot projects.

Selection criteria

  • Amount of reduction or avoidance of GHG emissions over a period of 12 consecutive months.

  • Compliance with the maximum rate of eligible expenses according to the type of organization and the rule of accumulation of financial aids.

Additional information

  • The program is funded through the Fonds d’électrification et de changements climatiques under the 2022-2027 Implementation Plan of the Plan pour une économie verte 2030 (PEV 2030).
  • A first payment of up to 25% of the allocated financial aid may be issued to eligible non-profit corporations, cooperatives, and local or regional communities after signing the funding agreement and the minister’s letter of commitment.
  • Environmental and engineering studies, including those for climate adaptation, may be covered to support long-term GHG reduction infrastructure.
  • The program aims to promote investment in new technologies, with a strong focus on transport electrification as a strategic priority for the Québec government.
