• Departments and budgetary organizations of the Quebec Government
• Departments of the Government of Canada
• Société des traversiers du Québec
• Société portuaire du Bas-Saint-Laurent et de la Gaspésie (company with share capital status)
• Consulting firms and similar organizations
• Organizations listed in the Register of Enterprises Ineligible for Public Contracts (RENA)

Eligible expenses

• Investments in infrastructure aimed at improving energy efficiency in maritime, air, and rail transport.
• Purchase and installation of equipment supporting the use of clean or renewable energies in transport operations.
• Environmental and engineering studies related to adaptation to climate change and sustainable infrastructure development.
• Incremental costs for the purchase of carbon-neutral fuels, such as biofuels or green hydrogen, for pilot projects.

Eligible geographic areas

• Businesses and organizations with an establishment in Quebec.

• Amount of reduction or avoidance of GHG emissions over a period of 12 consecutive months.
• Financial analysis of the project to adjust the aid according to the project's profitability.
• Compliance with the maximum rate of eligible expenses according to the type of organization and the rule of accumulation of financial aids.

• Step 1: Review Program Guidelines
  • Carefully read the modalities d'application 2022-2026 for detailed requirements and instructions regarding the Infrastructure and Equipment Component.
  • Ensure project alignment with the objectives of reducing or avoiding greenhouse gas emissions in maritime, air, and rail transport.
• Step 2: Project Planning and Preparation
  • Prepare a comprehensive project description specifying investments in infrastructure or equipment, expected GHG reductions, and technology to be implemented.
  • Gather necessary supporting documents such as technical studies, financial analyses, timelines, and proof of eligibility as the owner or legal operator of the assets.
  • If applicable, include studies related to environmental impact or engineering, particularly for climate adaptation components.
• Step 3: Financial Analysis
  • Calculate anticipated GHG emissions reductions over 12 consecutive months according to program methodology.
  • Estimate the required financial contribution and potential government aid based on eligible costs and plafonds as outlined in the program chart for your organization type.
  • Prepare a financial plan that considers the minimum beneficiary contribution and cumulative aid thresholds.
• Step 4: Application Submission
  • Complete the official application form as provided in the program’s documentation.
  • Attach all required supporting documents and financial analyses.
  • Submit the application package to the Ministère des Transports et de la Mobilité durable as per the contact method and instructions detailed in the program documentation.
• Step 5: Follow-up and Communication
  • Monitor communication channels for acknowledgments, requests for additional information, or status updates from the ministry.
  • Respond promptly to any correspondence regarding your application.
  • If further clarification or additional documents are required, submit these as directed by the ministry.

• The program is funded through the Fonds d’électrification et de changements climatiques under the 2022-2027 Implementation Plan of the Plan pour une économie verte 2030 (PEV 2030).
• A first payment of up to 25% of the allocated financial aid may be issued to eligible non-profit corporations, cooperatives, and local or regional communities after signing the funding agreement and the minister’s letter of commitment.
• Environmental and engineering studies, including those for climate adaptation, may be covered to support long-term GHG reduction infrastructure.
• The program aims to promote investment in new technologies, with a strong focus on transport electrification as a strategic priority for the Québec government.
