Overview
Productivity-Skills (Productivité-Compétences) provides funding of up to 85% of eligible expenses to develop and strengthen the skills of employed workers through training projects delivered under calls for proposals. Eligible activities include needs analysis and the creation, adaptation, updating or delivery of structured training (in French), including digital transformation and green economy skills, management skills, AI and innovation, and literacy/numeracy/digital literacy.
Activities funded
- Develop, adapt, update, or deliver structured workforce training projects to build job-related skills for employees (e.g., technical skills, supervisory skills, or human/behavioural skills).
- Create, adapt, and roll out training that supports the green economy transition and/or companies’ digital transformation.
- Design and deliver training projects to upskill or re-skill employees to support resilience and competitiveness for companies affected by the implementation of customs tariffs (in the primary, manufacturing, and logistics sectors).
- Develop and deliver training in francization, literacy, numeracy, and digital literacy for people in employment.

Eligibility
- The business must participate through an eligible “collective project sponsor” (promoteur collectif) that submits the application under an open call for projects.
- The business must be a private for-profit company, a cooperative, or a non-profit organization.
- The project must provide structured training to develop the skills of people who are currently employed.
- The training project must involve workers from at least two businesses.
- The training (and tools) must be delivered in French.

Eligible expenses
- Salaries for internal staff assigned to deliver the project and for staff collaborating on the project.
- Wages for employees attending training (up to $25/hour).
- Professional fees for subject-matter experts consulted and for trainers (up to $150/hour).
- Costs to acquire tools essential to the project (e.g., databases, software, licences, digital platforms, specialized technical tools).
- Interpreter services and adaptation of training/teaching materials for employees with limitations.
- Administrative support costs (e.g., secretarial support and linguistic revision of training materials).
- Travel, accommodation and meal expenses for trainers and trainees, per the Treasury Board directive on reimbursable expenses.
- Training or promotional materials.
- Project management activities (up to 10% of the financial assistance amount).

- Training activities that started before the project acceptance date.

How to apply

Check open calls for projects
- Review the open calls for projects under the Productivité-Compétences program
- Confirm that your training idea fits a current call for projects (a request can only be filed when a call is open)

Confirm applicant and company eligibility
- Confirm you are an eligible collective promoter (or another eligible organization, if allowed by the call)
- Ensure the participating companies are eligible (for-profit private companies, cooperatives, or non-profits)

Build the training project
- Design a structured training project that targets people in employment
- Ensure the project involves workers from at least two companies
- Plan to offer training and tools in French

Validate training eligibility rules
- Verify that the training has not started before the project acceptance date (otherwise it is not eligible)
- Identify allowable activities (adapt, update, or deliver an existing training; needs analysis and development may be included)

Prepare budget and eligible costs
- Estimate eligible expenses as defined in the call for projects (financial aid can reach up to 85%)
- Include eligible wages (internal resource, collaborating staff, trainees up to $25/hour)
- Include eligible professional fees (up to $150/hour) and other allowable costs (software/licenses, accessibility adaptations, admin support, travel per Treasury Board directive, training/promotional materials, management activities up to 10% of the aid)

Complete required application documents
- Complete the “Grant application – Productivité-Compétences” form (PDF)
- Complete the “Project budget – Productivité-Compétences” file (XLSM)

Email the application package
- Submit the complete request by email to partenaires@mess.gouv.qc.ca, attaching all required and relevant documents
- Ensure the file is complete (incomplete requests are not analyzed)

Follow up during review
- Plan for an estimated processing time of 20 business days
- If contacted, provide missing elements so the analysis can proceed
Processing and Agreement
- Applications are reviewed only when a call for projects is open.
- The managing organization will not analyze an incomplete application and will contact the promoter to indicate what is missing.
- Processing time is 20 business days for financial assistance applications.
- If there is no open call for projects, applicants are invited to contact the program via the online form to discuss a project idea.
Additional information
- The Productivité-Compétences program replaces the former Ambition-Compétences program.
- The program is delivered through targeted calls for projects that may focus on specific needs, an economic sector, or a particular job.
- Training and training tools must be offered in French.
- The initiative is funded through the Fonds de développement et de reconnaissance des compétences de la main-d’œuvre (FDRCMO), under a partnership between the Ministère de l’Emploi et de la Solidarité sociale and the Commission des partenaires du marché du travail (CPMT).
