Overview

The Panel Innovation Platform (PIP) supports collaborative research, innovation and development projects for next-generation panels and engineered wood composites in Quebec. Since March 2026, the platform has been supported by Canada Economic Development for Quebec Regions (CED/DEC) through a new $2M investment through 2029, administered with the Conseil de l’industrie forestière du Québec (CIFQ). The platform helps Quebec manufacturers develop new products, processes, adhesives, raw material approaches and market intelligence.

Eligibility

Who is eligible?

  • Recognized research and teaching centres may submit projects as applicants.
  • For-profit businesses or business groups legally constituted in Quebec may participate as collaborators, including companies in first, second or third wood transformation.
  • Specialized organizations in the panel and engineered wood composites sector may participate when the project benefits Quebec industry.
  • Each project must include at least two Quebec company collaborators.

Who is not eligible

  • Projects submitted without a recognized research or teaching centre as lead applicant are not eligible.
  • Projects without at least two Quebec company collaborators are not eligible.
  • Projects carried out outside Quebec or without clear benefits for Quebec panel or engineered wood companies are not eligible.
  • Projects outside the platform’s priority axes or without a credible industrial/commercial transfer path are not eligible.

Eligible expenses

  • Patent, intellectual property and technology protection costs.
  • Technology transfer reports, studies, licences and related documentation.
  • Studies, expert advice, professional fees and subcontracting.
  • Certification, homologation and standards-related costs.
  • Prototype, system and technical validation costs directly tied to the approved project.

Ineligible Costs and Activities

Expenses must be accepted by the CIFQ and directly tied to the approved project. Costs outside the approved DEC-CIFQ project scope, costs that are not reasonable or documented, and expenses that do not meet the agreement requirements are not eligible.


Eligible geographic areas

  • Quebec. Projects must be carried out in Quebec and benefit Quebec wood processing, panel or engineered wood composites businesses or facilities.

Processing and Agreement

  • The CIFQ verifies project eligibility before committee evaluation.
  • Eligible projects are evaluated and prioritized within 30 days after the annual call closes.
  • Approved projects are managed through claims, supporting documentation and required progress reports.
  • Final reports for accepted projects under the platform must be submitted no later than March 31, 2029.
