How to apply

  • Step 1: Prepare the application
    • Complete the Community Improvement Plan application form.
    • Gather drawings, plans, and supporting cost estimates.
    • Obtain owner authorization if applying through an agent.
  • Step 2: Submit to Norfolk County
    • Submit the completed application and supporting documents to Norfolk County for review.
    • Provide the details required for the related CIP incentive project.
  • Step 3: Review and approval
    • Norfolk County staff review the application for completeness.
    • For most incentives, the Director of Strategic Innovation and Economic Development reviews and approves the application.
    • For the Brownfield Tax Increment Grant, Council makes the decision.
  • Step 4: Grant payment
    • Grant payment is initiated after Planning approval or once the building permit is issued.

Processing and Agreement

  • Applications are reviewed by Norfolk County staff after submission.
  • For most incentives, the Director of Strategic Innovation and Economic Development reviews and approves the application.
  • For the Brownfield Tax Increment Grant, approval is decided by Council.
  • The applicant is notified of the review timeline for Council consideration where applicable.
  • Funding is initiated after Planning approval or after the building permit is issued.
