How to apply

  • Step 1: Review program requirements
    • Check the Community Improvement Plan policies and grant-specific eligibility.
    • Confirm the property and proposed work meet the program rules.
  • Step 2: Prepare the application
    • Complete the application form.
    • Gather drawings or plans, at least two cost estimates, and any required supporting documents.
    • Obtain owner authorization if the applicant is not the property owner.
  • Step 3: Submit the application
    • Send the completed application to Norfolk County before starting any work.
    • Upload the required documents with the application.
  • Step 4: Await review and approval
    • Norfolk County staff review the application for completeness.
    • For some incentives, the application is approved by the Director of Strategic Innovation and Economic Development; for Brownfield Tax Increment Grants, Council makes the decision.

Processing and Agreement

  • Applications are reviewed by Norfolk County staff after submission.
  • For Brownfield Tax Increment Grants, approval is decided by Council.
  • For other incentives, the Director of Strategic Innovation and Economic Development approves the application.
  • A grant agreement must be in place before work starts.
  • Grants can be reduced or cancelled if the work is not completed or invoices are unpaid.

Additional information

  • All 2025 funding has been fully allocated and the program is closed.
  • Approved grants are not transferable to another property, but may transfer to a new owner of the approved property.
  • Projects and grants may be subject to public disclosure by Norfolk County.
