Who is eligible?

  • Properties with tax arrears, liens, orders, or other legal claims affecting title
  • Projects that have already started before approval

Selection criteria

  • Projects with the greatest community impact may be prioritized when funding is limited.
  • Job creation and total capital investment are considered in priority applications.

How to apply

  • Step 1: Pre-application consultation
    • Arrange a pre-application meeting or consultation with staff.
    • Confirm program eligibility, scope of work, and project timing.
  • Step 2: Prepare application
    • Complete the application form.
    • Prepare a detailed proposal and obtain at least two estimates.
    • Include the required environmental assessment and remedial work documents.
  • Step 3: Submit application
    • Submit the application to Norfolk County before any work begins.
    • Disclose any tax arrears, liens, orders, or claims affecting the property title.
  • Step 4: Decision and completion
    • Wait for review and approval by county staff.
    • Complete the work within the approved timeline.
  • Step 5: Final submission and payment
    • Provide the final Remediation Report and paid invoices.
    • Receive payment after the documentation is reviewed.

Processing and Agreement

  • Applications are reviewed by the General Manager of Development and Cultural Services or designate.
  • Successful applications are approved under the policy provisions.
  • Approval expires if work is not completed within six months.
  • The grant is paid after required documentation is reviewed and approved.
  • Payment may be declined if the final report does not match the work plan or is not satisfactory.
