Who is eligible?
- Registered property owners
- Tenants with written permission from the property owner
- Existing non-residential buildings in CIP areas

- Properties with tax arrears, liens, legal claims, or outstanding municipal obligations
- Projects involving cosmetic upgrades or general maintenance only
Eligible expenses
- Renovations and retrofits to improve accessibility, safety, and code compliance
- Adaptive re-use of derelict or underutilized structures
- Professional services for architectural, planning, engineering, and site plans or drawings
Ineligible Costs and Activities
- Cosmetic upgrades such as flooring and windows
- General property maintenance or upkeep

- Any Community Improvement Plan (CIP) area in Norfolk County
Processing and Agreement
- Applications are reviewed by Norfolk County staff.
- For most incentives, the Director of Strategic Innovation and Economic Development approves the application.
- For the Brownfield Tax Increment Grant, approval is decided by Council.
- Approved applicants must enter into an agreement with Norfolk County.
Additional information
- Applications may require drawings, plans, and two cost estimates.
- Approved grants are payable only after completion of the work and proof of payment.
- The grant is not transferable to another property, but it may transfer to a new owner of the approved property.
