Eligibility

Who is eligible?

  • Property owners and tenants may apply, unless otherwise noted within the CIP.
  • Where tenants are eligible, written authorization from the property owner is required.

How to apply

  • Select the Additional Unit, Rental, and Affordable Housing Grant in the Community Improvement Plan application form.
  • Provide a detailed description of all work, improvements, or projects proposed for the property.
  • Attach plans, drawings, estimates, and the required documentation with the application.

Processing and Agreement

  • Approved applicants must enter into an agreement with Norfolk County specifying the grant terms.
  • Grants are paid only after the work is fully completed, inspected, and approved to Norfolk County’s satisfaction.
  • The grant may be reduced or cancelled if the agreed work is not completed or if contractors or suppliers have not been paid.
  • If the applicant does not comply with the agreement and other relevant municipal requirements, the grant funds will not be paid.

Additional information

  • Applications are accepted on a first-come, first-served basis.
  • All 2026 funding has been fully allocated and is now closed; 2027 applications will open shortly, subject to Council approval in January 2027.
  • Approved applicants must enter into an agreement with Norfolk County setting out the grant terms.
  • Written confirmation of the commitment is valid for twelve (12) months and may be extended to a maximum of twenty-four (24) months at the Director’s discretion.
