This program offers up to $130,000 in non-repayable funding to support tourism accommodation projects in Montérégie. It targets projects that strengthen and expand lodging supply, enhance visitor experience and integrate responsible, sustainable practices, including construction, expansion and new experiential accommodation development.

Documents Needed
- Completed and signed application form submitted in Excel format
- Comprehensive business plan for the project, including required permits and authorizations
- Financial statements for the last two years (except for start-ups, municipal entities and Indigenous communities)
- Three-year financial forecasts after project completion (except for municipal entities and Indigenous communities)
- Board or council resolution authorizing the funding application and project commitments
- Confirmation of financial partners, if available
- For projects of $150,000 or more, email from the Ministry of Culture on applicability of the public art integration policy
- OQLF attestation or certificate of francization compliance, where required
- Proof of Qualité-Sécurité accreditation or démarche for nature and adventure tourism businesses, if applicable
- Indigenous certificate or recognition document for Indigenous organizations or enterprises, if applicable
Eligibility
- The applicant must be a legally constituted organization under Québec or Canadian law doing business in Québec.
- The organization must be a tourism enterprise, municipal entity, Indigenous community/nation or a cooperative/non-profit/for-profit in tourism.
- Tourist accommodation operators must comply with applicable laws and regulations and hold a valid registration number for their establishment type.
- Nature and adventure tourism businesses must comply with or be engaged in the Qualité-Sécurité program of Aventure Écotourisme Québec.
- Eligible organizations must have fulfilled prior commitments related to any previous subsidies from the program partners.

Who is not eligible
- Provincial and federal Crown corporations, ministries and government agencies
- Applicants listed in Québec’s Register of enterprises ineligible for public contracts
- Enterprises not compliant with the francization process of the Office québécois de la langue française
Eligible expenses
- Construction, reconstruction, expansion, conversion, adaptation, redevelopment or replacement of infrastructure or equipment, including deployment of new tourist experiences
- Construction and equipment costs that enhance attraction capacity or workforce retention (e.g. employee lodging), where not the majority of total project costs
- Professional fees for recognized professionals, technical staff, consultants and for project reporting
- Fees for project development such as preliminary studies, business plans and eco-responsible development plans (including work completed up to two years before application)
- Costs related to development, layout and enhancement of land and trails, specialized equipment and furniture, and acquisition/installation of boats or rolling stock that improve the visitor experience
- Costs for land acquisition, servitudes, rights of way and related fees, when required for the project and not involving related companies or shareholder-owned assets
- Costs for integrating sustainable practices and climate adaptation measures, surveying, site quality control, non-recoverable taxes, contingencies (up to 15% of eligible costs) and integration of artwork in accordance with Québec’s public art policy
Ineligible Costs and Activities
- Acquisition of a business and its infrastructures
- Promotion and marketing costs, including website redesign
- Acquisition of animals or non-visitor-dedicated motorized transport equipment
- Administrative, storage and retail space equipment and materials
- Rental costs for land, buildings or other facilities (including emphyteutic leases)
- Project development assistance fees (except eligible project elaboration fees), legal fees and cost overruns
- Working capital, debt service, operating and capital loss, and capital buyback costs
- Compliance upgrades, asset maintenance, routine maintenance and internal labour for usual services
- Transfer of assets, in-kind or service contributions, reimbursable taxes and any costs prior to application where contractual commitments were already made
- Financing, lobbying and general operating, exploitation or administration expenses

Selection criteria
- Alignment with the objectives of the EPRTNT 2025-2027 program
- Structuring effect, including attraction power, project reach, economic impacts, partnerships and season extension
- Innovative and distinctive nature of the project and overall quality of concept, products and services
- Sound financial structure, including realistic budgeting, balanced financing, promoter contribution and confirmed partners
- Market relevance, feasibility, promoter expertise and governance, integration of sustainable development and eco-responsible practices, and potential regional impacts
How to apply
- Step 1: Pre-admissibility Form
- Complete the online pre-admissibility form available on Tourisme Montérégie’s website under the financial assistance section.
- Indicate organization details, project category, description, estimated costs and available matching funds.
- Step 2: Eligibility Confirmation
- Wait for Tourisme Montérégie to assess the pre-admissibility form.
- If the project is deemed eligible, receive all required documents for submitting a full application.
- Step 3: Prepare Full Application
- Fill out the EPRTNT 2025-2027 financial assistance application form for the Montérégie region.
- Compile all required supporting documents listed in the program guidelines.
- Step 4: Submit Application
- Send the completed application form and all required documents by email to eprtnt@monteregie.ca before the deadline.
Additional information
- Financial support is provided as a non-repayable contribution.
- Projects must integrate sustainable development measures with positive environmental, social and economic impacts.
- Contracts for construction work of $100,000 or more must follow public tender rules.
- Enterprises with 25 or more employees in Québec must provide proof of compliance with the OQLF francization requirements.
