Overview
The Initiative ministérielle « Relève agricole et entrepreneuriat » provides non-repayable financial assistance covering 50% of eligible expenses to Quebec agricultural enterprises and new agricultural businesses to support agricultural succession. Eligible projects include agricultural building construction, underground drainage or land leveling, and the acquisition or adaptation of machinery, equipment, or breeding animals.

Eligibility
Who is eligible?
- Existing agricultural enterprises with annual revenue of less than 50,000 $.
- New agricultural businesses.
- Existing agricultural enterprises with annual revenue of 50,000 $ or more.
Who is not eligible
- Budgetary organizations, non-budgetary organizations, state-owned corporations, ministries, government-controlled corporations, and municipal entities.
- Financial cooperatives and banking institutions.
- Applicants listed in the RENA, including their subcontractors.
- Applicants who failed to meet obligations after formal notice on a previous financial aid award, or who are under an order under the Animal Welfare and Safety Act.
- Applicants listed in the Registre des déclarations de culpabilité in the two financial years before the application, or under the Companies' Creditors Arrangement Act or the Bankruptcy and Insolvency Act.
Eligible expenses
- Purchases from a recognized supplier, including new or used materials, machinery or equipment, and plants considered as fixed assets, with delivery costs included.
- Purchase of breeding animals.
- Rental of material, equipment or machinery.
- Remuneration of contractors.
- Fees related to plans and specifications.
Ineligible Costs and Activities
- Housing, ditch digging, road or parking development, ponds and watertight reservoirs for rainwater storage, and animal waste storage structures.
- Hydro-agricultural works, except those installed as part of eligible underground drainage or leveling works.
- Buildings intended exclusively for machinery or equipment storage, including repair and maintenance space; and materials such as sand or gravel for road construction or repair.
- Horse breeding not intended for human consumption; cannabis production, transformation, sale or related services for recreational or unapproved products, plus additional cannabis products; and research and development.
- Buildings or land purchases, quotas, vehicles, office or computer equipment, software, forestry equipment, fuel-, oil- or propane-powered machinery, certain implements, spraying or fumigation equipment, consumables, operating costs, labour, resale purchases, utility connections, publicity, regulatory fees, installment sale or lease-financed expenses, debt service, and GST/QST.

How to apply
- Send a complete financial assistance application to the Ministry before the end of the intake periods determined by the Minister and posted on the Initiative web page.
- The Ministry sends an acknowledgment of receipt when the application is submitted.
- Only complete applications are analyzed for admissibility.
- Eligible complete applications are then selected, and the Ministry sends the funding decision by mail or email.
- If the project is retained, the applicant must sign the financial assistance agreement.
Processing and Agreement
- The Ministry sends an acknowledgment of receipt when the application is submitted.
- Only complete applications are analyzed for admissibility, and eligible complete applications receive a confirmation of admissibility.
- The Ministry then selects applications and sends the funding decision by mail or email; if the project is retained, the applicant must sign the financial assistance agreement.
- The final payment is made after the Minister accepts all deliverables and supporting documents, and the applicant must update the project financing plan with the final claim.
- During the project and for five years afterward, the applicant must allow site visits, keep all project documents, and may be asked to answer a survey or interview.
