Documents Needed
- Completed and signed application form submitted in Excel format.
- Copy of the request for proposals describing issues, objectives, methodology, timeline and expected deliverables.
- Two professional service offers (consultant quotations).
- Board resolution authorizing the signatory for the funding application and related documents.
- OQLF attestation or certification, if the organization has 25 or more employees for at least six months.
Eligibility
- The applicant must be a tourism enterprise, municipal entity, Indigenous community/organization, regional tourism association with financial partners, or a grouping of these.
- The organization must be legally constituted under Quebec or Canadian law and conduct business in Quebec.
- If operating tourist accommodation, the organization must comply with applicable regulations and hold a registration number.
- Nature and adventure tourism enterprises must comply with, or commit to, the Aventure Écotourisme Québec Qualité‑Sécurité program.
- Previously funded organizations must have honoured commitments made under earlier subsidies from the program partners.

- For‑profit tourism businesses.
- Non‑profit tourism organizations.
- Tourism cooperatives.
- Municipal entities involved in tourism.
- Indigenous communities, nations, tourism organizations and regional tourism associations with financial partners.
Who is not eligible
- Provincial or federal Crown corporations, ministries and public agencies.
- Applicants listed in the Register of enterprises ineligible for public contracts.
- Enterprises not compliant with the Office québécois de la langue française francization process.
Eligible expenses
- Professional fees of specialized firms or consultants for studies and advisory mandates on tourism offer development or organizational improvement.
- Net taxes (non‑refundable portion) related to eligible professional fees.
Ineligible Costs and Activities
- Salaries, operating expenses and routine management costs of the promoter.
- Working capital, debt service, operating losses, capital losses and capital buy‑back.
- Compliance upgrades, asset maintenance and regulatory conformity costs.
- Refundable portions of sales taxes and other reimbursable costs.
- In‑kind contributions, asset transfers, routine maintenance, administration, financing costs, lobbyist fees, marketing and promotion, cost overruns, legal fees, and costs committed before application (except project development fees).

Selection criteria
- Alignment of the project with EPRTNT 25–27 objectives and priorities.
- Structuring impact, including attraction power, territorial reach, economic benefits, partnerships and job creation.
- Innovative nature and quality of the concept, products and services.
- Financial structure, including promoter contribution, secured financing, financial health and realism of projections.
- Project relevance and feasibility, including tourism clientele focus, market and competition analysis, marketing strategy, timetable, and promoter expertise, as well as consideration of sustainable development and regional attractiveness.
How to apply
- Step 1: Review program guide
- Consult the EPRTNT 2025–2027 promoter guide to understand objectives, eligibility and conditions.
- Step 2: Select category and prepare RFP
- Confirm that the project fits the “Studies and consulting services” category.
- Prepare a request for proposals describing the issue, objectives, methodology, schedule and deliverables.
- Obtain two consultant service offers further to this request.
- Step 3: Complete application form
- Fill in the EPRTNT 25–27 financial assistance application form for the Mauricie region in Excel format.
- Ensure all required fields are completed and the form is signed by the authorized representative.
- Step 4: Gather required documents
- Assemble all mandatory supporting documents listed for the “Studies and consulting services” category.
- Verify that attestations and resolutions are up to date and signed.
- Step 5: Submit application by email
- Email the completed Excel application form and all required documents to sbouchard@tourismemauricie.com.
Processing and Agreement
- Projects are submitted according to announced calls for projects and deadlines.
- Tourisme Mauricie verifies eligibility and may request clarifications from the promoter.
- Designated analysts assess project relevance and financial viability and prepare recommendations for the management committee.
- The management committee selects projects and issues recommendations, followed by a formal announcement letter to the promoter.
- Approved projects proceed to signature of a subsidy agreement outlining funding terms before payments are made.
Additional information
- The program is part of the 2025–2027 Regional Partnership and Digital Transformation in Tourism agreement (EPRTNT 25–27).
- Projects must integrate measures and principles of sustainable development and responsible tourism.
- Projects cannot receive non‑repayable funding from PARIT or other Ministry of Tourism programs at the same time.
- Selected projects are formalized through a subsidy agreement specifying payment conditions and obligations.
