This program provides up to $20,000 in non-repayable funding to support tourism organizations in Laval for studies and consulting mandates. Activities funded
- Commissioning external studies or diagnostics to improve a tourism organization’s offer or operations.
- Individual consulting and coaching projects to enhance business practices, customer service, skills and digital capabilities.
- Advisory mandates to design new tourism projects or activities and to develop responsible and sustainable policies or initiatives.
- Consulting projects identifying solutions for business continuity, business model adaptation and innovative responses to social, environmental and technological challenges.
Documents Needed
- Completed and signed financial assistance application form in Excel format
- Copy of the request for proposals describing issues, objectives, methodology, timeline and deliverables
- Two professional service offers (consultant proposals)
- Board resolution (or equivalent) authorizing the funding application
- OQLF attestation or certification for francization compliance, where applicable
Eligibility
- The applicant must be a legally constituted tourism enterprise, municipal entity, Indigenous community or nation, or an association of these clients, doing business in Quebec.
- The project must generate significant traffic from day trippers and/or tourists.
- The mandate must be carried out by a specialized firm or recognized organization selected through a call for tenders with at least two bids.
- The project must support the development, growth or improved practices of a tourism organization in a responsible and sustainable way.
- The project’s eligible costs must be at least $10,000.
Who is eligible?
- For-profit tourism enterprises
- Non-profit tourism organizations
- Tourism cooperatives
- Municipal entities involved in tourism
- Indigenous communities, nations and tourism organizations, and groupings of these clients
Who is not eligible
- Crown corporations, as well as Quebec and Canadian government departments and agencies.
- Applicants listed in the Register of enterprises ineligible for public contracts.
- Enterprises not compliant with the francization process of the Office québécois de la langue française.
- Tourist homes (B&Bs) and hotel condominiums (condotels).
- Projects in restaurant and retail sectors, gambling, standalone alcohol sales venues, or primarily infrastructure maintenance or replacement.
Eligible expenses
- Professional fees of specialized firms or consultants for studies, diagnostics, individual business coaching and advisory services.
- Net taxes (excluding the refundable portion) directly related to eligible professional fees.
Ineligible Costs and Activities
- Development of training content and recurring business, marketing or local development plans.
- Studies or surveys required solely to seek funding from other programs or satisfy another ministry.
- Regular salaries, operating expenses and usual management costs of the promoter.
- Working capital, debt service, operating losses, capital losses, asset maintenance or regulatory compliance costs.
- Promotion, advertising, marketing, legal fees, financing costs, and costs committed before the funding application (except project design fees).

Selection criteria
- Alignment of the project with EPRTNT 2025-2027 objectives.
- Structuring impact, including attractiveness, reach, economic benefits, partnerships and potential for employment or season extension.
- Innovative character and quality of the concept, products and services.
- Financial structure and feasibility, including realistic budget, promoter contribution and overall funding plan.
- Tourism relevance, including targeted tourist clientele, market positioning, marketing strategy and integration of sustainable development principles.
How to apply
- Step 1: Initial Contact
- Contact Tourisme Laval by email at the dedicated programs address.
- Request and complete the initial intent-to-apply form to pre-validate eligibility.
- Step 2: Prepare Application
- If the project is deemed eligible, obtain the official EPRTNT application form for studies and consulting services.
- Prepare the project description, objectives, methodology, schedule and budget.
- Launch a call for tenders, obtain at least two consulting offers and compile required supporting documents.
- Step 3: Submit Application
- Complete and sign the financial assistance application form in its original Excel format.
- Attach all required documents listed in the promoter guide.
- Email the full application package to Tourisme Laval at the specified programs address before the call deadline.
- Step 4: Agreement Formalization
- Upon approval, review the financial assistance agreement sent by Tourisme Laval.
- Sign the agreement to confirm acceptance of funding terms and conditions.
Processing and Agreement
- After submission, Tourisme Laval verifies project admissibility and may request clarifications.
- At the end of each call for projects, a touristic and financial relevance analysis is carried out.
- A management committee evaluates projects against selection criteria and issues recommendations.
- Funding partners make the final decision and send the promoter a letter of approval with the amount granted or a refusal.
- Approved projects are formalized through a financial assistance agreement defining payment conditions and obligations.
Additional information
- The financial contribution is a non-repayable subsidy under the EPRTNT 2025-2027 agreement.
- Projects must be carried out no later than January 31, 2029.
- Beneficiaries must remain owner or manager of funded infrastructures or elements for at least five years, except for studies and consulting projects.
- The program requires compliance with Quebec language francization rules for larger employers.
