  • For-profit tourism organizations.
  • Non-profit tourism organizations.
  • Tourism cooperatives.
  • Municipal entities.
  • Indigenous communities, organizations and nations, and groupings of these clients.

Who is not eligible

  • Crown corporations and ministries or agencies of the governments of Quebec and Canada.
  • Applicants listed in the Register of enterprises ineligible for public contracts.
  • Enterprises not compliant with the francization process of the Office québécois de la langue française.

Eligible expenses

  • Administration, programming, promotion, marketing and communication costs for the supported edition.
  • Site and facilities management expenses, including travel, overhead, salaries and benefits linked to the event.
  • Costs of products intended for resale related to the event.
  • Audited in-kind sponsorships of goods and services, up to 50% of total eligible costs.

Ineligible Costs and Activities

  • Regular programming of an attraction, trade shows, tourism marketplaces, conferences, congresses, shows, fairs and markets not aimed at culinary tourism, and exhibitions without additional programmed activities.
  • Activities and costs not directly related to holding and organizing the event.
  • Capital expenditures linked to acquiring equipment (depreciation) and other immobilizations.
  • Working capital, debt service, operating losses, capital losses, asset maintenance, regulatory compliance, taxes that are refundable, and routine maintenance and operating costs.
  • Unaudited in-kind donations or services, asset transfers, financing fees, lobbyist remuneration, cost overruns, legal fees, and purchase of motorized transport not dedicated to the visitor experience.

Processing and Agreement

  • Tourisme Laval verifies eligibility and may request clarifications on the submitted project.
  • At the end of each call for projects, Tourisme Laval conducts a tourism and financial relevance analysis.
  • A management committee reviews and evaluates eligible projects and issues funding recommendations.
  • Funding partners make the final decision and send the promoter a letter confirming approval and amount or refusal.
  • Approved projects are formalized through a financial assistance agreement specifying payment conditions and obligations.

Additional information

  • The financial contribution is a non-repayable subsidy.
  • Projects must be completed in the Laval tourism region no later than January 31, 2029.
  • Beneficiaries must remain owner or manager of supported infrastructure or equipment for at least five years, except for studies and consulting projects.
  • Projects may be subject to Quebec rules on access to equality in employment and integration of arts into public buildings.
