Overview

This program provides non-repayable financial support of up to $100,000 for tourism festivals and events in Laval under the 2025–2027 regional partnership and digital transformation agreement. Funding supports the organization, development and growth of festivals and events that attract significant excursionist and tourist traffic and strengthen the regional tourism offer.

Activities funded

  • Organization and delivery of tourism festivals and events in Laval that generate significant excursionist and tourist visitation.
  • Development of specific components of a festival or event aimed at its growth and strengthening its tourism impact.
  • Festivals and events classified as emerging (1st–2nd edition), recurring (3rd edition or more) or major (at least 10,000 participants).

Documents Needed

  • Completed and signed financial assistance application form in Excel format.
  • Programming or draft programming of the upcoming event.
  • Most recent financial statements of the organization and latest event report, if available.
  • Forecast income and expense budget for the upcoming event and confirmation of financial partners, if available.
  • Board resolution mandating the application signatory, plus required attestations (OQLF, nature-adventure accreditation, Indigenous certification if applicable).

Eligibility

  • The applicant must be a legally constituted tourism organization or eligible public entity doing business in Quebec.
  • The project must be a festival or event held in Quebec that attracts a significant number of excursionists and tourists and animates the Laval destination.
  • The festival or event must be emerging (1st–2nd edition), recurring (3rd edition or more) or major (at least 10,000 participants).
  • The project must align with the objectives of the EPRTNT 2025–2027 program, including responsible and sustainable tourism development.
  • The organization must have met its commitments under any previous subsidies and comply with applicable tourism, language and sectoral regulations.

Who is eligible?

  • For-profit tourism organizations.
  • Non-profit tourism organizations.
  • Tourism cooperatives.
  • Municipal entities.
  • Indigenous communities, organizations and nations, and groupings of these clients.

Who is not eligible

  • Crown corporations and ministries or agencies of the governments of Quebec and Canada.
  • Applicants listed in the Register of enterprises ineligible for public contracts.
  • Enterprises not compliant with the francization process of the Office québécois de la langue française.

Eligible expenses

  • Administration, programming, promotion, marketing and communication costs for the supported edition.
  • Site and facilities management expenses, including travel, overhead, salaries and benefits linked to the event.
  • Costs of products intended for resale related to the event.
  • Audited in-kind sponsorships of goods and services, up to 50% of total eligible costs.

Ineligible Costs and Activities

  • Regular programming of an attraction, trade shows, tourism marketplaces, conferences, congresses, shows, fairs and markets not aimed at culinary tourism, and exhibitions without additional programmed activities.
  • Activities and costs not directly related to holding and organizing the event.
  • Capital expenditures linked to acquiring equipment (depreciation) and other immobilizations.
  • Working capital, debt service, operating losses, capital losses, asset maintenance, regulatory compliance, taxes that are refundable, and routine maintenance and operating costs.
  • Unaudited in-kind donations or services, asset transfers, financing fees, lobbyist remuneration, cost overruns, legal fees, and purchase of motorized transport not dedicated to the visitor experience.

Selection criteria

  • Alignment of the project with EPRTNT 2025–2027 objectives.
  • Structuring effect on the destination, including attractiveness, reach, impacts, partnerships and job creation.
  • Innovative character and quality of the concept, products and services.
  • Strength and realism of the financial structure, including promoter contribution, other funding and financial health.
  • Feasibility, marketing strategy, relevance to mainly tourist clientele and integration of sustainable development principles.

How to apply

  • Step 1: Initial Contact and Intent Form
    • Contact Tourisme Laval at the dedicated program email address.
    • Request and complete the initial intent-to-apply form to validate project eligibility.
  • Step 2: Full Application Preparation
    • If declared eligible, obtain the official EPRTNT 2025–2027 Festivals and Events application form.
    • Prepare required documentation, including event programming, financial statements, budgets, resolutions and attestations.
  • Step 3: Application Submission
    • Complete and sign the financial assistance application form in the required format.
    • Email the full application and supporting documents to programmes@tourismelaval.com by the applicable call deadline.
  • Step 4: Agreement Signature
    • If the project is approved, review the offer letter and conditions.
    • Sign the financial assistance agreement with Tourisme Laval setting out payment terms and obligations.

Processing and Agreement

  • Tourisme Laval verifies eligibility and may request clarifications on the submitted project.
  • At the end of each call for projects, Tourisme Laval conducts a tourism and financial relevance analysis.
  • A management committee reviews and evaluates eligible projects and issues funding recommendations.
  • Funding partners make the final decision and send the promoter a letter confirming approval and amount or refusal.
  • Approved projects are formalized through a financial assistance agreement specifying payment conditions and obligations.

Additional information

  • The financial contribution is a non-repayable subsidy.
  • Projects must be completed in the Laval tourism region no later than January 31, 2029.
  • Beneficiaries must remain owner or manager of supported infrastructure or equipment for at least five years, except for studies and consulting projects.
  • Projects may be subject to Quebec rules on access to equality in employment and integration of arts into public buildings.
