Overview
This program offers up to $250,000 in non-repayable funding to support development, renewal and modernization of tourism attractions, activities and facilities in Laval. It targets projects that generate significant day-tripper and tourist traffic and contribute to responsible, sustainable growth of the regional tourism offer.

Activities funded

- Development, renewal, consolidation, implantation or expansion of tourism products and services that enhance the regional offer.
- Modernization of existing tourism infrastructure, equipment or activities to improve visitor experience and sustainability.
Documents Needed
- Completed financial assistance application form in Excel format.
- Detailed business plan for the project, including required permits and authorizations list.
- Financial statements for the last two completed fiscal years, where applicable.
- Three-year projected financial statements following project completion, where applicable.
- Board resolution authorizing the signatory and confirming the organization’s commitments.
Eligibility
- The applicant must be a legally constituted tourism business, municipal entity, Indigenous community or a grouping of these clienteles active in Quebec.
- The project must generate significant traffic from day trippers and/or tourists using commercial or private accommodation.
- The project must fall under the “Attractions, activities and equipment” category, such as construction, expansion, consolidation or modernization of tourism products, services or infrastructure.
- The applicant must comply with applicable Quebec and Canadian laws, including tourism accommodation registration and, where relevant, Qualité-Sécurité Aventure Écotourisme standards.
- The applicant must demonstrate the ability to provide the required non-governmental contribution to the project funding.
Who is eligible?
- Tourism businesses operating attractions, activities or facilities (for-profit, non-profit or cooperatives).
- Municipal entities responsible for tourism development on the Laval territory.
- Indigenous communities, organizations and nations involved in tourism projects.
- Groupings or partnerships composed of these eligible clienteles.
Who is not eligible
- Provincial or federal Crown corporations, ministries and public agencies.
- Organizations listed in the Register of enterprises ineligible for public contracts.
- Enterprises not compliant with the French language francization process of the Office québécois de la langue française.
Eligible expenses
- Construction, reconstruction, expansion, adaptation, reconversion or replacement of tourism infrastructure and equipment.
- Purchase and installation of specialized equipment, furniture, boats, rolling stock and related land, servitude or right-of-way costs required for the project.
- Professional fees for design, engineering, technical staff, project management, reporting and preparatory studies or business plans.
- Costs for developing, improving and showcasing land and trails, including integration of sustainable practices and climate adaptation measures.
- Site surveying, on-site quality control, eligible net taxes and contingency costs up to 15% of eligible project expenses.
Ineligible Costs and Activities
- Acquisition of an existing business, its infrastructures or motorized transport not dedicated to visitor experience
- Promotion, marketing and website redesign costs
- Administrative, storage and retail equipment, routine maintenance, compliance upgrades and working capital
- Projects mainly for upkeep or replacement of existing assets, or already started or completed before application
- Hospitality, retail, gambling, alcohol-focused venues, B&Bs, condotels, standalone training content, bike paths, snowmobile trails and projects already supported by PARIT or similar MTO programs

- Projects carried out in the Laval tourism region, Quebec.
Selection criteria
- Alignment of the project with the EPRTNT program objectives.
- Structuring impact, including attraction power, territorial reach, spillover effects and partnerships.
- Innovative nature and overall quality of the concept, products and services.
- Soundness and realism of the financial structure, including promoter contribution and other funding.
- Project feasibility, marketing strategy, promoter expertise and integration of sustainable development principles.
How to apply
- Step 1: Initial Contact and Intent Form
- Contact Tourisme Laval at the designated program email address.
- Request and complete the initial intent to apply form to verify basic project eligibility.
- Step 2: Full Application Preparation
- If the project is deemed eligible, obtain the official EPRTNT application form for the Attractions, activities and equipment category.
- Prepare the detailed business plan, financial statements, projections and all required supporting documents.
- Complete and sign the financial assistance application form in its original Excel format.
- Step 3: Submission to Tourisme Laval
- Email the completed Excel application form and all required documents to Tourisme Laval at the program email.
- Ensure the application is complete by the deadline for the relevant call for projects.
- Step 4: Agreement Signature
- If approved, review and sign the financial assistance agreement issued by Tourisme Laval.
- Comply with all conditions specified in the agreement for project implementation and reporting.
Processing and Agreement
- Tourisme Laval first verifies project admissibility based on the initial intent to apply form and supporting information.
- At the end of each call for projects, Tourisme Laval conducts a tourism and financial relevance analysis of complete applications.
- Projects are reviewed by a management committee, which issues recommendations to the funding bodies.
- Funding partners make the final decision and notify promoters in writing of approval and the granted amount or of refusal.
- Approved projects are formalized through a financial assistance agreement setting out payment conditions and obligations.
Additional information
- The program’s financial contribution is a non-repayable subsidy.
- Projects must be completed in the Laval tourism region by January 31, 2029.
- The beneficiary must keep ownership or management of funded infrastructure or equipment for at least five years.
- The program is delivered through periodic calls for projects managed by Tourisme Laval.
