Overview
This program provides up to $250,000 in non-repayable funding to support regional tourism offer structuring projects under the 2025-2027 EPRTNT agreement. It finances collaborative, long-term initiatives such as routes, circuits and mobility projects that strengthen Laval’s tourism offer in a sustainable way.

- Projects that improve access to territories, intermodality and sustainable mobility for visitors.
- Other regional initiatives that clearly demonstrate structuring of the tourism offer and generate impacts for multiple local partners over more than three years.
Documents Needed
- Completed and signed EPRTNT financial assistance application form (Excel format).
- Detailed project plan describing deliverables and three-year impacts.
- Financial statements for the last two completed fiscal years, where required.
- Projected income and expenses covering the project duration.
- Board resolution or equivalent authorizing the funding request and project signatory.
Eligibility
- The applicant must be legally constituted under Quebec or Canadian law and conduct business in Quebec.
- The entity must be a tourism business (for-profit, non-profit or cooperative), a municipal entity, an Indigenous community/nation, a regional tourism association, or a grouping of these.
- The project must demonstrate significant visitation by day trippers and/or tourists.
- The project must be structuring for the Laval region, representative of the territory and generate benefits for several partners over more than three years.
- The applicant must have respected commitments linked to any previous subsidies from the partners.
Who is eligible?
- Tourism businesses operating in Quebec (for-profit companies).
- Non-profit tourism organizations and cooperatives.
- Municipal entities in Quebec.
- Indigenous communities, organizations and nations recognized by the National Assembly.
- Regional tourism associations and groupings of the above clienteles.
Who is not eligible
- Quebec and Canadian Crown corporations, ministries and government agencies.
- Applicants listed in the Register of enterprises ineligible for public contracts.
- Enterprises not compliant with the francization process of the Office québécois de la langue française.
Eligible expenses
- Professional fees for specialized firms or consultants related to planning and delivering the structuring project.
- Salaries, benefits, general expenses and travel costs for human resources dedicated specifically to the project.
- Purchase and installation of equipment required for structuring the tourism offer.
- Net taxes (excluding refundable portions) related to eligible project costs.
Ineligible Costs and Activities
- Working capital, debt service, operating losses, capital losses and capital buybacks.
- Compliance upgrades, maintenance of existing assets and regulatory conformity costs.
- Operating, routine maintenance, financing and legal fees, and costs incurred under contracts signed before the funding application (except project design fees).
- Acquisition of tourism businesses and their infrastructures, or motorized transport not dedicated to visitor experience.
- Projects mainly related to upkeep or replacement of existing infrastructure or equipment, and projects already completed or underway at application date.

Selection criteria
- Alignment of the project with EPRTNT 2025-2027 objectives.
- Structuring nature of the project, including attraction power, scope, benefits, partnerships and job creation.
- Innovative character and overall quality of concept, products and services.
- Soundness and realism of the financial structure, including promoter contribution, additional funding and financial health.
- Feasibility and relevance to the Laval destination, including schedule, marketing strategy, target tourist clientele and consideration of sustainable development principles.
How to apply
- Step 1: Initial Contact
- Contact Tourisme Laval at programmes@tourismelaval.com to signal your interest.
- Receive and complete the initial intent-to-apply form to preliminarily assess project eligibility.
- Step 2: Eligibility Validation
- Submit the completed intent form to Tourisme Laval.
- Await confirmation that your project is eligible for the EPRTNT 2025-2027 program.
- Step 3: Prepare Full Application
- Obtain the official EPRTNT application form from Tourisme Laval if your project is eligible.
- Complete the Excel application form and compile all required supporting documents.
- Step 4: Submit Application
- Send the completed application form and all required documents by email to programmes@tourismelaval.com before the deadline indicated for the call for projects.
- Ensure the form is submitted in its original Excel format.
Processing and Agreement
- Projects deemed eligible are subject to a partnership agreement between Tourisme Laval and the beneficiary, specifying payment conditions and obligations.
- Construction contracts of $100,000 or more must follow public tender rules, otherwise related construction costs are considered ineligible.
- For assistance of $100,000 or more to certain larger employers, implementation of an employment equity program is required.
- Where applicable, projects must comply with Quebec’s policy on integrating arts into public buildings and sites, including validation by the Ministry of Culture and Communications.
- Organizations subject to Quebec’s francization requirements must provide proof of compliance from the Office québécois de la langue française before a subsidy can be granted.
Additional information
- The financial support takes the form of a non-repayable contribution.
- Projects must be completed no later than January 31, 2029.
- Beneficiaries must remain owner or manager of funded infrastructures or equipment for at least five years.
- Incomplete applications at the submission deadline will not be analyzed.
