FSTAI Program Reopened with New Deadlines Through 2028
The Fund to Stimulate International Business Tourism (FSTAI) has been reopened. The \"Program closed since February 6, 2026\" notice has been removed, and the application deadlines have been completely replaced with a new schedule. The old schedule (May 2025 to February 2026) has been replaced by a new schedule of eleven deadlines from May 5, 2026 to February 22, 2028, extending program availability by approximately two years. The Applicant's Guide URLs have been updated from the February 2026 version to the April 2026 version for both sections 1-2-3 and category 4. The membership form PDF link has also been updated to a newer 2026 version. All other program details, including eligibility criteria and funding terms, remain unchanged.

  • Three-year projected financial statements of the organization following completion of the project.
  • Board of directors resolution authorizing the signatory of the financial assistance application, confirmation of financial partners if available, and compliant attestation or certificate from the OQLF if applicable.

Eligibility

Who is eligible?

  • Tourism businesses, including for-profit companies, nonprofits and cooperatives.
  • Municipal entities.
  • Indigenous communities and nations, including Indigenous tourism businesses.
  • Groupings of the eligible client groups.

Who is not eligible

  • Crown corporations and government departments or agencies.
  • Applicants listed in the Register of enterprises ineligible for public contracts.
  • Businesses not compliant with OQLF francization requirements.
  • Projects in bed and breakfasts, condotels, gambling, alcohol-only venues, restaurants or retail.

Eligible expenses

  • Professional fees for implementing digital solutions.
  • Technology equipment, software, mobile applications and integrated management systems.
  • First cloud subscription, up to 24 months.
  • Project-related travel, overhead, salaries and benefits.
  • Training fees for staff involved in the project.
  • Net taxes on eligible costs.

Ineligible Costs and Activities

  • Current operating, management and administrative expenses.
  • Land, building or facility purchases or rentals.
  • Recurring business solution operating costs and bandwidth costs.
  • Sales commissions on online booking or sales platforms.
  • Video game development, server room setup, and legal fees.
  • Promotion, advertising and marketing expenses.

  • If the project is deemed eligible, Tourisme Laval can then provide you with the form to complete.
  • Consult the applicant guide.
  • Complete and sign the application form, then send it to programmes@tourismelaval.com in its original Excel format.
  • Tourisme Laval will contact you regarding the next steps.

Processing and Agreement

  • Tourisme Laval first reviews the initial intent form to confirm project eligibility.
  • If the project is eligible, Tourisme Laval sends the application form to be completed.
  • Applicants submit the completed form and supporting documents by email to Tourisme Laval.
  • Tourisme Laval then contacts the applicant to discuss the next steps.

Additional information

  • The financial contribution is a non-repayable subsidy.
  • Projects must include sustainable development measures with positive environmental, social and economic impacts.
  • The project must be completed in the Laval tourist region by January 31, 2029.
  • Selected projects are formalized through a funding agreement between Tourisme Laval and the beneficiary.
