- Comprehensive business plan for the project, including required permits and authorizations list
- Financial statements for the last two completed fiscal years
- Three-year financial forecasts following project completion
- Board resolution authorizing the funding application and signatory
Eligibility
- The applicant must be a legally constituted tourism enterprise, municipal entity, Indigenous community or a grouping of these.
- The organization must operate a tourist accommodation establishment in compliance with applicable laws and hold a registration number.
- The project must improve or expand the accommodation offer (units, quality, operating period or services for tourists).
- The project must generate significant visitation from day trippers and/or tourists.
- The applicant and partners must have respected obligations linked to any previous subsidy.
Who is eligible?
- Tourism accommodation businesses operating in Laval (for-profit, non-profit or cooperative).
- Municipal entities responsible for tourism accommodation projects.
- Indigenous communities, organizations and nations involved in tourism accommodation.
- Groupings or partnerships of the above eligible clienteles.
Who is not eligible
- Crown corporations and departments or agencies of the Quebec and Canadian governments.
- Applicants listed in the Register of enterprises ineligible for public contracts.
- Enterprises not compliant with the Office québécois de la langue française francization process.
- Projects involving bed and breakfasts, condotels, gambling establishments, alcohol-only venues, or primarily retail and restaurant operations.
Eligible expenses
- Construction, reconstruction, expansion, adaptation or reconversion of accommodation infrastructures, including development of new tourist experiences.
- Purchase and installation of specialized equipment, furniture, boats or rolling stock that enhance the visitor experience or staff lodging.
- Professional fees for design, engineering, project management, quality control and preliminary studies or business plans.
- Acquisition of land, servitudes and rights of way required for the project, plus surveying, contingencies and eligible taxes.
- Costs related to integrating sustainable practices, climate adaptation measures and eligible art integration to buildings or sites.
Ineligible Costs and Activities
- Acquisition of an existing business or its infrastructures.
- Projects mainly for maintenance, upgrading or replacement of existing infrastructure or equipment.
- Marketing, promotion and website redesign costs.
- Administrative, storage, retail space equipment, working capital, debt service, normal operating and maintenance expenses.
- Purchase or rental of land or buildings, non-visitor transport vehicles, and any costs contracted before submitting the funding application (with limited exceptions for planning fees).

- Tourism businesses located in the Laval tourist region of Quebec.

- Alignment of the project with EPRTNT 2025–2027 objectives.
- Structuring impact, including attraction power, reach, economic spin-offs, partnerships and job creation.
- Innovative nature and quality of the concept, products and services.
- Strength and realism of the financial structure, including promoter contribution and overall funding plan.
- Feasibility, market relevance and consideration of sustainable development principles.
How to apply
- Step 1: Initial contact and intent form
- Contact Tourisme Laval at the dedicated email address for programs.
- Request and complete the initial intent-to-apply form to validate project eligibility.
- Step 2: Complete full application
- If deemed eligible, obtain the official EPRTNT 2025–2027 accommodation application form.
- Fill out the Excel application form in full and have it signed by the authorized representative.
- Compile all required supporting documents (business plan, financial statements, resolutions, attestations).
- Step 3: Submit application
- Send the completed Excel form and all supporting documents to Tourisme Laval by email.
- Ensure the application is complete by the specified call-for-projects deadline.
Processing and Agreement
- Tourisme Laval first verifies project admissibility based on an initial intent-to-apply form.
- Eligible projects are analyzed for tourism and financial relevance, then reviewed by a management committee.
- The funders make a final decision and send the promoter a letter confirming approval with the amount granted or a refusal.
- Approved projects are governed by a financial assistance agreement defining payment conditions and obligations.
Additional information
- The financial contribution is a non-repayable subsidy.
- Projects must include sustainable development measures with positive environmental, social and economic impacts.
- The project must be completed in the Laval tourist region by January 31, 2029.
- Selected projects are formalized through a funding agreement between Tourisme Laval and the beneficiary.
