Activities funded

  • Digital development projects that increase virtual or digital interactions with clients while enhancing their experience
  • Digital transition projects that improve the organizational efficiency and performance of a tourism business
  • Projects to acquire and implement digital solutions related to transactions, customer experience, and management and optimization of customer data and sales revenues, including adapting, optimizing, diversifying, or interconnecting existing digital solutions

Documents Needed

  • Completed and signed financial assistance application form in Excel format
  • Detailed business plan for the project
  • Most recent financial statements for the last two years (except start-ups, municipal entities, and Indigenous communities)
  • Three-year financial forecasts following project completion (except municipal entities and Indigenous communities)
  • Board resolution authorizing the signatory to submit the funding application
  • For municipal entities and Indigenous communities, a document showing project revenues and expenses and a resolution to cover operating costs for five years
  • OQLF attestation or certificate of compliance for organizations with 25 or more employees in Quebec, if applicable
  • Confirmation of financial partners, if available
  • Proof of Qualité-Sécurité accreditation or process for nature and adventure tourism businesses, if applicable
  • Indigenous certification attesting the Indigenous status of the organization, if applicable

Eligibility

  • The applicant must be a tourism business, municipal entity, Indigenous community or nation, or a grouping of these clienteles.
  • The organization must be legally constituted under Quebec or Canadian law and carry on business in Quebec.
  • Eligible organizations must have honoured obligations under any previous funding granted by the partners.
  • Tourist accommodation establishments must comply with applicable laws and regulations and hold a registration number.
  • Nature and adventure tourism businesses must comply with, or commit to comply with, the Aventure Écotourisme Québec Qualité-Sécurité program standards.

  • Tourism businesses (for-profit, non-profit, and cooperatives)
  • Municipal entities
  • Indigenous communities, organizations, and nations
  • Groupings of any of the above eligible clienteles

Who is not eligible

  • State-owned enterprises and departments or agencies of the governments of Quebec and Canada
  • Applicants listed in the Register of enterprises ineligible for public contracts
  • Enterprises not compliant with the Office québécois de la langue française francization process

Eligible expenses

  • Professional fees for support and implementation of proposed digital solutions
  • Purchase of technological or other equipment required to use the solution
  • First subscription (up to 24 months) to cloud services when the solution is cloud-based
  • Purchase of hardware, software, or mobile apps that increase client interaction
  • Purchase of integrated management software and e-commerce software
  • Project-specific travel costs within public sector rates, overhead, salaries and benefits directly tied to the project
  • Professional fees for training or upskilling staff responsible for implementing the digital development project
  • Net taxes (non-refundable portions) related to eligible costs

Ineligible Costs and Activities

  • Salaries, operating expenses, and routine management costs of the promoter
  • Purchase or rental of land, buildings, or facilities, and capital expenditures for acquiring equipment
  • Purchase of bandwidth, sales commissions on online sales or booking platforms, and recurring operating costs of the business solution
  • Development of video games, technological infrastructures, server rooms, and costs related to working capital, debt service, operating or capital losses, and capital buyback
  • Compliance, maintenance and upgrade costs, refundable taxes, asset transfers, in-kind or service contributions, operating or administrative expenses, routine maintenance, financing costs, lobbyist fees, pre-commitment costs (except project design fees), promotion/advertising/marketing costs, cost overruns, and legal fees

Selection criteria

  • Alignment with the objectives of the EPRTNT 2025-2027 program
  • Structuring impact, including attraction power, project reach, spin-offs, partnerships, job creation, and season extension
  • Innovative nature of the project
  • Quality of the concept, products, and services, and robustness of the financial structure and project financing
  • Relevance and feasibility, including tourism clientele focus, market and competition, marketing strategy, business plan quality, promoter expertise, and integration of sustainable development principles

How to apply

  • Step 1: Initial Contact
    • Contact Tourisme Laval by email at programmes@tourismelaval.com to present your project.
    • Receive and complete the initial intent to apply form to validate project eligibility.
  • Step 2: Complete Application Form
    • If the project is deemed eligible, obtain the official EPRTNT 25-27 Laval region financial assistance application form.
    • Fill in all required sections of the form in Excel format and sign it.
  • Step 3: Prepare Supporting Documents
    • Compile all required supporting documents listed in the promoter’s guide (business plan, financial statements, resolutions, attestations, etc.).
  • Step 4: Submit Application
    • Send the completed and signed Excel application form along with all required documents by email to programmes@tourismelaval.com.

Processing and Agreement

  • Verification of the project’s eligibility based on the intent form submitted to Tourisme Laval.
  • Analysis of the tourism-related and financial relevance of the projects received at the end of each call.
  • Assessment of the projects by the management committee and formulation of recommendations.
  • Decision by the funding bodies and sending of a letter of acceptance (including the amount awarded) or refusal.
  • Signature of a financial assistance agreement specifying the conditions and terms of payment.

Additional information

  • The financial assistance is a non-repayable contribution.
  • Projects must support responsible and sustainable tourism development.
  • Financial assistance of $100,000 or more to a for-profit organization with over 100 employees requires implementing an equal access employment program.
  • Organizations with 25 or more employees in Quebec must provide proof of compliance with the Office québécois de la langue française francization requirements.
