Activities funded

Documents Needed
- Completed and signed application form submitted in Excel format.
- Copy of the call for tenders document describing issues, objectives, methodology, timeline and deliverables.
- Two professional service offers (quotes) from specialized firms or recognized organizations.
- Board resolution or equivalent authorizing the signatory to submit the funding application.
- If applicable, OQLF attestation of francization compliance and proof of tourism adventure/nature accreditation.
Eligibility
- The applicant must be a legally constituted organization under Quebec or Canada law doing business in Quebec.
- The project must consist of a consulting or study mandate carried out by a specialized firm or recognized organization following a call for tenders.
- The project must focus on improving business practices, workforce skills, customer service, digital needs, new projects or responsible and sustainable initiatives.
- The project must meet minimum eligible cost thresholds of $10,000 for studies or $5,000 for consulting services.
- The applicant must have fulfilled commitments related to any previous subsidies from the program partners.
Who is eligible?
- For-profit tourism businesses.
- Non-profit tourism organizations.
- Tourism cooperatives.
- Municipal entities and related corporations in the region.
- Indigenous communities, nations and Indigenous tourism enterprises, as well as regional tourism associations and groupings of these clienteles.
Who is not eligible
- Crown corporations and departments or agencies of the Quebec and Canadian governments.
- Applicants listed in the Register of enterprises ineligible for public contracts.
- Enterprises not compliant with the francization process of the Office québécois de la langue française.
Eligible expenses
- Professional fees of specialized firms or consultants for studies, diagnostics, individual accompaniment and advisory services related to tourism offer development.
- Net taxes (non-refundable portions) directly associated with eligible project costs.
Ineligible Costs and Activities
- Salaries, operating expenses and current management costs of the promoter.
- Working capital, debt service, operating losses, capital losses and business acquisition costs.
- Compliance, maintenance or upgrading of existing assets and regulatory conformity costs.
- Recoverable portions of sales taxes and any costs eligible for reimbursement from another party.
- Asset transfers, in-kind or service contributions, regular maintenance, administration, financing, legal, promotion, advertising, marketing costs, cost overruns and commitments made before application.
Eligible geographic areas
- Tourism enterprises and eligible organizations located in Îles-de-la-Madeleine, Quebec.
- Organizations legally constituted under Quebec or Canada law and doing business in Quebec.
Selection criteria
- Alignment of the project with the objectives of the EPRTNT 2025-2027.
- Structuring effect and regional impact, including attraction power, spillovers, partnerships and season extension.
- Innovative nature and quality of the concept, products and services.
- Financial structure and relevance to tourism markets, including diversification, competition and marketing strategy.
- Feasibility of the project, including schedule, quality of business plan or study terms of reference, and promoter expertise, as well as integration of sustainable development principles.
How to apply
- Step 1: Prepare Project and Call for Tenders
- Define the issues, objectives, methodology, timeline and expected deliverables for the study or consulting mandate.
- Launch a call for tenders to specialized firms or recognized organizations and obtain two professional service offers.
- Step 2: Complete Application Form
- Fill out the EPRTNT 2025-2027 Studies and Consulting Services application form in Excel format.
- Gather all required supporting documents, including board resolution and partner confirmations where applicable.
- Step 3: Submit Application
- Send the completed Excel form and all required documents by email to the address indicated (developpement@tourismeilesdelamadeleine.com).
Additional information
- Application deadlines are set for December 19, 2025, March 27, 2026, and November 6, 2026.
- The consulting mandate must be carried out by a specialized firm or recognized organization following a call for tenders.
- Two professional service offers (bids) are required for the consulting mandate.
- Projects are assessed on alignment with regional tourism strategy and sustainable development principles.
