- Board resolution or equivalent authorizing the signatory, plus any relevant supporting document.
- OQLF attestation or certification for organizations with 25 or more employees over 6 months, confirmation of financial partners if available, Indigenous certificate or certification if applicable, and proof of Qualité-Sécurité compliance, process initiation, or commitment for tourism nature and adventure businesses.

- Communities and Indigenous nations, Indigenous tourism enterprises, regional tourism associations with financial partners for each project, and groupings of eligible clienteles.
Eligible expenses
- Professional fees for specialized firms or consultants to carry out specific studies on tourism offer development or advisory support to improve service and product quality.
- Net taxes, excluding refundable portions, on direct costs.
Ineligible Costs and Activities
- Tourist lodges, condotels, bike paths and snowmobile trails.
- The restaurant and retail sectors, training content development, gambling, and places dedicated to the sale and consumption of alcohol.
- Projects mainly involving upgrading, maintenance or replacement of existing infrastructure or equipment.
- Projects already completed or underway at the application date; business acquisition; and projects involving fewer than four tourist residences or organizations renting fewer than four tourist residences on the same site.
- Recurring business plans, marketing plans, and local or regional development plans; studies and surveys needed for other funding applications or another ministry's requirements; and projects that would already benefit from non-repayable assistance from PARIT or another MTO or partner program, if applicable.

- Relevance and feasibility, including tourist clientele, offer diversification, market position, competition, marketing strategy, timeline, business plan or study brief, and promoter expertise.
- Sustainable development principles and consistency with the Îles de la Madeleine tourism strategy and policy framework.
