Overview
This program provides up to $75,000 in non-repayable funding to support the development and improvement of tourist accommodation in the Îles-de-la-Madeleine. Eligible projects include new or upgraded lodging facilities that address accommodation deficits, raise quality standards, extend operating seasons or add services tailored to tourist clientele.

- Upgrading and improving the quality level of tourist accommodation establishments.
- Projects extending the operating season or opening period of the accommodation business.

Documents Needed
- Completed and signed EPRTNT 25-27 accommodation application form in Excel format
- Comprehensive business plan for the project, including required authorizations, attestations, certificates and permits
- Financial statements for the last two fiscal years, where applicable
- Three-year forecast financial statements after project completion, where applicable
- Board or equivalent resolution authorizing the signatory, plus confirmations from financial partners if available
Eligibility
- Applicant must be a legally constituted organization under Quebec or Canadian law and conduct business in Quebec.
- Applicant must be a tourism enterprise, non-profit organization, cooperative, municipal entity, Indigenous community or nation, or a grouping of these clients.
- Tourist accommodation operators must comply with applicable laws and regulations for their establishment type and hold a valid registration number.
- Nature and adventure tourism enterprises must comply with, or commit to comply with, the Qualité-Sécurité program standards of Aventure Écotourisme Québec.
- Project must contribute to structuring the territory, addressing accommodation deficits, improving quality, extending operating periods or adding services for tourists.

Who is not eligible
- Crown corporations and ministries or agencies of the governments of Quebec and Canada.
- Applicants listed in the Register of enterprises ineligible for public contracts.
- Enterprises not compliant with the francization process of the Office québécois de la langue française.
Eligible expenses
- Construction, expansion, reconstruction, adaptation, redevelopment or replacement of infrastructures and equipment, including deployment of new tourist experiences.
- Purchase and installation of specialized equipment and furniture, and acquisition of boats or rolling stock that enhance the visitor experience.
- Professional fees for design, engineering, technical staff, project management, reporting, and preparatory studies or business and eco-responsible development plans (within two years before application).
- Costs for land and trail development and enhancement, land acquisition and related rights, integration of sustainable practices and climate adaptation measures, and site surveying and quality control.
- Net taxes on eligible costs, contingency fees (up to 15% of eligible costs), and costs related to integrating artwork under the Quebec public art integration policy.
Ineligible Costs and Activities
- Acquisition of an existing business and its infrastructures.
- Promotion and marketing costs, including website redesign.
- Purchase of animals, administrative or storage equipment, and retail space equipment.
- Rental costs for land, buildings and other facilities, and purchase of motorized transport not dedicated to visitor experience.
- Working capital, debt service, operating losses, capital buybacks, regulatory compliance and maintenance, refundable taxes, asset transfers, in-kind contributions, routine maintenance, financing fees, lobbyist fees, operating or administrative expenses, pre-commitment costs (except project development fees), cost overruns and legal fees.

- Organizations legally constituted under Quebec or Canadian law and doing business in Quebec
Selection criteria
- Alignment of the project with the objectives of the EPRTNT 2025-2027.
- Structuring impact, including attractiveness, reach, economic spin-offs, partnerships, job creation and season extension.
- Innovative character and quality of the concept, products and services.
- Sound financial structure and project financing plan.
- Feasibility, including schedule, business or study plan quality, promoter expertise, and integration of sustainable development principles and regional tourism strategies.
How to apply
- Step 1: Prepare Project Documentation
- Develop a complete business plan for the project, including required authorizations, attestations, certificates and permits.
- Gather financial statements, forecast financials, resolutions and any supporting certifications or attestations requested.
- Step 2: Complete Application Form
- Fill out the EPRTNT 25-27 Îles de la Madeleine accommodation financial assistance application form in Excel format.
- Step 3: Submit Application Package
- Send the completed Excel form and all required documents by email to developpement@tourismeilesdelamadeleine.com.
Additional information
- The financial assistance is a non-repayable contribution.
- Projects must include sustainable development measures with positive environmental, social and economic impacts.
- Contracts for construction work of $100,000 or more must be awarded through a public call for tenders.
- Organizations with 25 or more employees for 6 months must provide proof of compliance with the OQLF francization requirements.
