Îles-de-la-Madeleine Tourism — EPRTNT 2025-2027 – Accommodations

• Completed and signed application form, submitted in Excel format.
• Complete business plan for the project, including the list of authorizations, attestations, certificates or permits to obtain.
• Most recent two years of financial statements and projected financial statements for three years after project completion, where applicable.
• Board resolution authorizing the signatory; for municipal entities and Indigenous communities, a document showing project income and expenses and a resolution committing to cover operating costs for five years.
• If applicable, partner financial confirmations; email from the Ministry of Culture and Communications for construction projects of $150,000 or more; OQLF attestation or certificate for organizations with 25 or more employees over 6 months; proof of Qualité-Sécurité compliance for nature and adventure businesses; and Indigenous certification for eligible OBL, OBNL or cooperatives.

Who is eligible?

• Tourism enterprises, including OBL, OBNL, and cooperatives.
• Municipal entities.
• Recognized Indigenous communities and nations, as well as Indigenous tourism enterprises.
• Groupings made up of these eligible client groups.

Who is not eligible

• Crown corporations and ministries or agencies of the governments of Quebec and Canada.
• Applicants listed in the Register of enterprises ineligible for public contracts.
• Enterprises not compliant with the francization process of the Office québécois de la langue française.

Eligible expenses

• Costs to carry out eligible projects, including construction, expansion, reconstruction, adaptation, redevelopment or replacement of an infrastructure or equipment, and deployment of a new tourist experience.
• Construction and equipment acquisition costs that improve attraction capacity and help retain labour, such as employee accommodation, provided they do not represent the majority of project costs.
• Professional fees for recognized professionals, technical staff or consultants for design, engineering, project supervision, management, accountability, and preliminary studies, business plans or eco-responsible development plans, even if incurred up to two years before the application.
• Costs related to land and trail development and enhancement, specialized equipment and furniture, boats or rolling stock that enhance the client experience, and land acquisition, easements and rights of way when required for the project.
• Costs for sustainable-practice integration and climate adaptation, surveying, quality control, net taxes, contingency fees up to 15% of eligible costs, and artwork integration under the Quebec public art policy.

Ineligible Costs and Activities

• Acquisition of an existing business and its infrastructures.
• Promotion and marketing costs, including website redesign.
• Working capital, debt service, operating losses, capital buybacks and legal fees.
• Routine maintenance, compliance-related costs, refundable taxes, asset transfers and in-kind contributions.
• Motorized transport not dedicated to visitor experience.

• Construction contracts of $100,000 or more must be awarded through a public call for tenders.
• Projects involving construction or expansion of a building or site open to the public, with a cost of $150,000 or more, are subject to the Policy on the Integration of the Arts to Architecture and the Environment of Government and Public Buildings and Sites.
• When the beneficiary is an entity municipal, it is subject to the legislative and regulatory provisions governing contract awarding.
