Overview
This program offers up to $75,000 to support the development, expansion and modernization of tourism attractions, activities and facilities in the Îles-de-la-Madeleine. Eligible initiatives include construction or improvement of infrastructures and the consolidation or renewal of tourism products and services that strengthen a responsible and innovative regional offer.

Activities funded
- Construction, expansion or improvement of tourism infrastructures supporting the regional offer.
- Development or renewal of tourism products and services on the territory.
- Consolidation, implementation, expansion or modernization of attractions, equipment, activities or tourism services.
Documents Needed
- Duly completed and signed application form in Excel format.
- Comprehensive business plan for the project, including required permits and authorizations.
- Financial statements for the last two years, where applicable.
- Three-year financial forecasts following project completion, where applicable.
- Board or council resolution authorizing the funding application and project commitments.
Eligibility
- Applicant must be a legally constituted organization under Québec or Canadian law doing business in Québec.
- Applicant must belong to an eligible clientele (tourism enterprise, non-profit, cooperative, municipal entity, Indigenous community or nation, or their grouping).
- Tourism accommodation operators must comply with applicable laws and hold a valid registration number.
- Nature and adventure tourism enterprises must meet or commit to Qualité-Sécurité Adventure Écotourisme Québec standards.
- Projects must support a responsible, sustainable and innovative tourism offer aligned with regional tourism strategies.

- For-profit tourism enterprises.
- Non-profit tourism organizations.
- Tourism cooperatives.
- Municipal entities on the Îles-de-la-Madeleine territory.
- Recognized Indigenous communities, nations and Indigenous tourism enterprises.
Who is not eligible
- Crown corporations and ministries or agencies of the Québec and Canadian governments.
- Applicants listed in the Register of enterprises ineligible for public contracts.
- Enterprises not compliant with the francization process of the Office québécois de la langue française, where applicable.
Eligible expenses
- Construction, expansion, reconstruction, adaptation, improvement or replacement of tourism infrastructures and equipment, including new experience deployment.
- Purchase and installation of specialized equipment and furniture, boats or rolling stock enhancing the visitor experience, and equipment improving staff attraction and retention.
- Professional, technical and consulting fees for project design, engineering, management, monitoring, reporting and preparatory studies or business plans.
- Costs for land and trail development, land acquisition, servitudes, rights of way and related fees required for the project.
- Costs related to integrating sustainable practices, climate adaptation measures, site surveying, on-site quality control, net taxes, contingencies (up to 15%) and eligible public art integration.
Ineligible Costs and Activities
- Acquisition of an existing business or its infrastructures.
- Promotion and marketing expenses, including website redesign.
- Administrative, storage and retail space equipment, animals and non visitor-focused motorized transport.
- Working capital, debt service, operating losses, legal fees, financing costs and routine maintenance or operating expenses.
- Upgrading to standards, asset maintenance, reimbursable taxes, asset transfers, in-kind contributions, pre-commitment costs (except project design fees), cost overruns and lobbyist remuneration.

- Projects located in the Îles-de-la-Madeleine region of Québec.
Selection criteria
- Alignment of the project with the objectives of the EPRTNT 2025-2027.
- Structuring impact, including attraction capacity, regional benefits, partnerships, job creation and season extension.
- Level of innovation and overall quality of the concept, products and services.
- Soundness of financial structure and project relevance to tourism markets, clientele and competitive context.
- Feasibility, including timeline, business plan quality, proponent expertise and integration of sustainable development principles and regional tourism strategies.
How to apply
- Step 1: Prepare Project Documentation
- Develop a complete business plan describing the project, its objectives and impacts.
- Assemble required financial statements, forecasts, resolutions and other supporting documents listed in the guide.
- Step 2: Complete Application Form
- Fill out the official EPRTNT 25-27 Attractions, activities and facilities application form in Excel format.
- Ensure all sections are completed and the form is signed by the authorized representative.
- Step 3: Submit Application Package
- Send the completed Excel form and all required documents by email to developpement@tourismeilesdelamadeleine.com.
- Respect the published intake deadlines for the 2025–2027 program.
Additional information
- The financial support is a non-repayable contribution.
- Projects must integrate concrete sustainable development measures with positive environmental, social and economic impacts.
- Construction contracts of $100,000 or more require a public call for tenders.
- Organizations with 25 or more employees in Québec must provide proof of compliance with the francization process.
