Overview
The Grants and Contributions Program to National Voluntary Organizations (GCP NVO) offers funding of up to $600,000 per year (grants) or $300,000 per year (contributions) to Canadian not-for-profit organizations supporting criminal justice, corrections, conditional release, and community reintegration. Eligible activities include maintaining national operations, developing policy, delivering support services for record suspensions (pardons), offender rehabilitation programs, community reintegration initiatives, and victim assistance services.
Financing terms and conditions
- The maximum grant amount is $600,000 per recipient, per fiscal year (up to 60 months).
- The maximum contribution amount is $300,000 per project, per fiscal year (up to 48 months).
- Total government assistance will not exceed 100% of eligible project or operating costs.
- Administrative expenses must not exceed 15% of the total contribution provided for a specific project (if not already included in other line items).

Eligibility
- The applicant must be a Canadian not-for-profit organization or a national voluntary organization.
- The organization must provide services in the area of corrections, conditional release, and/or community reintegration.
- The proposed project must align with the program's objectives, supporting the development of criminal justice policies and delivery of services related to public safety.
- The organization must have a governance structure, such as a Board of Directors, and internal accountability measures.
- The applicant must demonstrate capacity to undertake the proposed project, including relevant experience, skills, and resources.

Eligible expenses
- Salaries and wages for project-related professional, clerical, technical, and administrative staff, including employer contributions to benefit plans.
- Professional fees for subject matter experts.
- Accounting, bookkeeping, personnel administration, legal processing, and audit services.
- Rent and utilities (electricity, heat, water, telephone) directly related to the project, excluding core operating costs.
- Office equipment and minor capital acquisitions (less than $5,000 per item).
- Program supplies and materials (less than $5,000 per item).
- Travel and living expenses directly related to project delivery, including transportation, vehicle leases, insurance, and related costs.
- Administrative expenses up to 15% of the total contribution if not already included in other line items.
- Honoraria for volunteer service or participation essential to the project (excluding incentives).
- Computer services, library expenses, research, and data collection and analysis costs.
- Public awareness, advertising, and educational activities aligned with project objectives.
- Translation and simultaneous interpretation services.
- Shipping, postage, licenses, and printing/distribution expenses.
- Hospitality expenses in Indigenous contexts, such as food and drink during gatherings, ceremonies, or circles (excluding alcohol).

How to apply

- Step 2: Prepare Required Documentation

- Develop a detailed work plan describing project activities, milestones, and expected outcomes.
- Draft a detailed budget, including the type and nature of expenditures and a disclosure of all sources of project funding (including in-kind contributions and government assistance).
- Gather information on your organization’s legal status and structure, project authorities, background, objectives, and board of directors.
- Prepare a description of how the project will respect the Official Languages Act.
- Include statements and disclosures to prevent conflicts of interest, as applicable (e.g., declarations under the Conflict of Interest Act, Parliament of Canada Act, or Lobbying Act).
- Step 3: Complete Application Checklist
- Ensure all required documents are included: completed application form, annual report, financial statements, budget, and supplementary material if requested.

- The application undergoes a competitive departmental review process involving multiple screening levels for completeness, eligibility, and alignment with program priorities.
- Additional information or documents may be requested during the assessment period.
- Step 7: Notification of Decision
- Applicants will be notified of the status of their application upon completion of the review process.
Additional information
- Recipients retain ownership of any intellectual property created but must grant the Minister a royalty-free, permanent, and non-exclusive license for governmental non-commercial use.
- Projects involving intervention research on humans must obtain approval from a research ethics board adhering to the Tri-Council Policy Statement.
- Applicants must detail how their project will address official language requirements and gender-based analysis considerations.
- All grant recipients will be required to provide regular progress and financial reports during the funding cycle, and participate in program evaluations.
