On the program pages, the funding description now shows the Canada Public Transit Fund as beginning in 2026-2027 rather than 2026-27 and other program text was updated, while a program detail change removed the previously stated $500M availability and 10% Indigenous set-aside from the main grant content. The active transportation news and portal pages also added or refreshed project and link listings, including new announcements for Niisaachewan Anishinaabe First Nation, Manitoba, and Hamilton.

Who is eligible?

  • Municipal, local or regional governments established by or under provincial or territorial statute.
  • Provincial or territorial governments.
  • Public sector bodies established by or under provincial or territorial statute or by regulation, or wholly owned by a province, territory, municipal or regional government.
  • Federally or provincially incorporated not-for-profit organizations or charities.
  • Eligible Indigenous Recipients, including Indigenous Governing Bodies, federally or provincially incorporated not-for-profit organizations whose primary purpose is to improve Indigenous outcomes, and Indigenous development corporations.

Who is not eligible

  • Individuals, private citizens.
  • Federal entities, including federal Crown corporations.
  • Private sector entities.

Eligible expenses

  • Capital costs, design and planning costs.
  • Indigenous consultation and engagement costs.
  • Costs for meeting program requirements.

Ineligible Costs and Activities

  • Costs related to furnishing and non-fixed assets, which are not essential for the operation of the assets included in the project.
  • Expenditures related to purchasing land, buildings and associated real estate.
  • Projects where the primary users would be passenger and commercial vehicles.
  • The purchase of non-fixed, removable assets that are not essential to the operation of active transportation infrastructure.

How to apply

  • Register for an HICC Applicant Portal Account.
  • Use the portal to access the capital project application forms, step-by-step guides and applicant support services.
  • Applicants unable to apply through the portal should contact the Active Transportation Team at ATF-FTA@infc.gc.ca.
  • Eligible applicants are invited to submit a project application through the Applicant Portal.
  • The Step-by-Step Guide for Capital Projects provides instructions on how to register, complete the application form and submit the required supporting documents.

Processing and Agreement

  • Applications are evaluated on a merit basis using economic benefits, environmental and climate benefits, and social inclusion benefits.
  • Final project selection takes regional distribution, project type, and equitable access into consideration.
  • The final selection decision remains at the sole discretion of the Minister of Housing, Infrastructure and Communities.
  • Housing, Infrastructure and Communities Canada will communicate results in writing when they are available.
  • Successful applicants will be asked to sign a funding agreement.
