Overview

The Enhanced Road Safety Transfer Payment Program (ERSTPP) provides up to $10 million in funding per recipient for projects that improve road safety in Canada through education, training, technology development, enforcement capacity building, outreach, and data collection initiatives. The program supports activities aimed at reducing road collisions, injuries, and fatalities, with funding available for eligible organizations and projects that align with national road safety objectives.

Financing terms and conditions

  • Transport Canada's maximum contribution is up to 75% of total eligible project costs.
  • The total federal funding for any project cannot exceed 75% of eligible expenditures due to stacking limits.
  • The maximum cumulative amount of contribution funding for a single recipient is $10 million, which applies to the sum of all eligible projects and components.
  • Successful applicants must pay project expenses up front; no advance payments are provided.
  • The available budget for the current Call for Proposals is approximately $15 million, allocated over fiscal years 2024-25 and 2025-26.

Eligibility

  • The applicant must be one of the following: province or territory (including provincially or territorially-owned entities), municipality (including local/regional governments or municipally-owned entities), public sector organization, not-for-profit or for-profit private sector organization (including those headquartered outside of Canada), Indigenous government, Indigenous organization or development corporation, academia, or an individual.
  • The proposed project must directly contribute to the objectives of the Enhanced Road Safety Transfer Payment Program (ERSTPP), such as improving road safety, promoting innovative technologies, or supporting education and training related to road safety.
  • All applicants other than individuals must provide legal documentation confirming the organization is a legal entity (e.g., letters patent, certificates of incorporation).
  • The project must be completed by December 31, 2025, with all eligible expenditures claimed by March 31, 2026.
  • Applicants must clearly demonstrate sufficient upfront funding to carry out the proposed project, as advance payments are not provided.

Eligible expenses

  • Staff salaries and benefits (including wages and employer contributions such as Employment Insurance, Canada Pension Plan/Quebec Pension Plan, disability and private insurance) directly related to the project.
  • Professional fees for contracted services, such as planning, design, engineering, project management, and telecommunications.
  • Costs for public outreach or communication materials and activities, including printing, publication, distribution, and translation.
  • Project-related travel expenses within North America, including accommodations, vehicle rental and mileage, transportation fares, and meal and incidental allowances, as per the Travel Directive of the National Joint Council.
  • Training costs, including the purchase or rental of training-related equipment (e.g., brake testers).
  • Expenditures for computers and informatics used in the project.
  • Rental, use, and repair of equipment needed for project implementation.
  • Administrative expenses, up to 15% of total project costs (includes accounting, audit, office administration, equipment rental, insurance, utilities, and storage).
  • Membership fees for the Commercial Vehicle Safety Alliance related to the project.
  • Legislative and legal expenditures needed to deliver the project.
  • Other project-specific expenses not listed above, provided they receive prior written approval from the Minister or their delegate.

  • All provinces and territories in Canada, including provincially and territorially-owned entities.
  • Municipalities, including local and regional governments and municipally-owned entities across Canada.

Selection criteria

  • Relevance of the project outcomes to one or more objectives of the program, and their potential benefit to road safety in Canada.
  • Reach and scope of the project, including its national, regional, provincial/territorial, or local impact and dissemination plans.
  • Clarity and robustness of the performance measurement strategy and the approach to sharing results with key road safety stakeholders.
  • Focus on priority areas such as leading causes of collisions, connected and automated vehicles, or advanced driver assistance systems, as well as other relevant interventions like support for vulnerable users or emerging technologies.
  • Quality and feasibility of the project plan, budget, and risk mitigation measures, including clear deliverables, timelines, efficient resource use, and value for money.
