  • Board resolution or equivalent authorizing the signatory and the funding request
  • Proofs and attestations where applicable (OQLF compliance, financial partner confirmations, Indigenous status, Qualité-Sécurité compliance)

Eligibility

  • Applicant must be a legally constituted organization under Quebec or Canadian law doing business in Quebec.
  • Applicant must belong to an eligible clientele (tourism business, municipal entity, Indigenous community or nation, regional tourism association, or grouping).
  • Tourism accommodation operators must comply with applicable laws and hold a valid registration number.
  • Nature and adventure tourism companies must comply with, or be engaged toward, Qualité-Sécurité Aventure Écotourisme Québec standards.
  • Applicant must have honoured commitments related to any previous subsidies from the partners.

Who is eligible?

  • For-profit tourism businesses.
  • Non-profit tourism organizations.
  • Tourism cooperatives.
  • Municipal entities and their groupings.
  • Indigenous communities, nations and Indigenous tourism enterprises, as well as regional tourism associations and groupings of these clienteles.

Who is not eligible

  • Crown corporations and departments or agencies of the Governments of Quebec and Canada.
  • Applicants listed in the Register of enterprises ineligible for public contracts.
  • Enterprises not compliant with the francization process of the Office québécois de la langue française.

Eligible expenses

  • Professional fees of specialized firms or consultants for studies on tourism offer development or for advisory and accompaniment services.
  • Net taxes (non-refunded portions) directly related to eligible project costs.

Ineligible Costs and Activities

  • Salaries, operating expenses and current management costs of the promoter.
  • Working capital, debt service, operating or capital losses, and capital buyback.
  • Costs related to regulatory compliance, maintenance, asset upkeep and bringing facilities up to standards.
  • Recoverable portions of sales taxes and any costs eligible for reimbursement.
  • Asset transfers, in-kind or service contributions, routine maintenance, operating and administrative overhead, financing fees, lobbyist remuneration, pre-commitment costs (except project development fees), promotion/marketing expenses, cost overruns and legal fees.

  • Alignment of the project with EPRTNT 2025-2027 objectives.
  • Structuring impact, including attraction power, reach, benefits, partnerships, job creation and season extension.
  • Innovative character and quality of concepts, products and services.
  • Strength of financial structure and project financing plan.
  • Pertinence and feasibility, including tourism clientele focus, market and competition analysis, marketing strategy, business plan quality, expertise of the promoter, sustainable development and accessibility considerations.
