Who is eligible?
- Any individual or legal entity that resides and carries out activities in Quebec, in the administrative region covered by the application
- For mutualization projects in a municipality of fewer than 20,000 inhabitants, a health and social services establishment under Article 79 of the Act respecting health services and social services or an educational institution, if the project benefits the whole community
Who is not eligible
- For-profit companies in the financial sector, including financial cooperatives and financial planners
- Insurance brokerage and real estate brokerage companies
- Health and social services establishments listed under Article 79 of the Act respecting health services and social services, as well as hospital foundations and health cooperatives
- Educational institutions
- Individuals not operating a business
Eligible expenses
- Costs directly related to carrying out the project, including salaries, social benefits, rent, travel expenses, data acquisition, materials and equipment, and accountability/reporting
- Costs for plans and studies, including business plans, market analysis, technical and financial feasibility, concept development, activity programming, and development of tools or sector indicators
- Costs of construction, development, implementation, or setup of the project
- Costs related to a planning and consultation process involving regional stakeholders
- Administrative costs, up to 5% of eligible expenses

- Recurring expenses incurred to ensure the normal operation of an organization
- Depollution, construction, renovation, or conversion of housing units
- Financing of scholarships, prizes, or contests
- Operating deficits, debt repayment, or replenishment of working capital
- Expenses incurred before the application submission date

- Alignment with the regional priority or conjonctural issue addressed by the call
- Contribution to jobs, removal of development obstacles, and durable collaboration among stakeholders
- Strong collective involvement and active engagement of local stakeholders
- Regional differentiation and attractiveness
- Project owner’s ability to carry out the project, financing plan quality, and durability
How to apply
- Submit the application on the Portail gouvernemental des affaires municipales et régionales.
- Provide a completed French application form and all required documents.
- Include a clear project description, the territorial scope, the general target, and the specific targets.
- Attach a financing plan, confirmation letters for other financial aid where applicable, and a realistic schedule.
Processing and Agreement
- Eligible applications are reviewed for compliance with the call’s standards and the applicant’s and project’s admissibility.
- Applications that meet eligibility requirements are analyzed according to the stated evaluation criteria.
- Projects are then prioritized by the regional project selection committee.
- If the project is selected, the applicant signs a subvention agreement that sets out the project conditions and payment terms.
- The applicant must provide the information needed to assess whether results have been achieved.
