Who is eligible?

  • Any individual or legal entity that resides and carries out activities in Quebec, in the administrative region covered by the application.

Who is not eligible

  • Ministries, government bodies, state-owned companies, their subsidiaries, and any entity controlled directly or indirectly by a provincial or federal government
  • Financial sector companies, including financial cooperatives and financial planners
  • Insurance brokerage and real estate brokerage companies
  • Individuals not operating a business
  • Applicants listed in the RENA registry

Eligible expenses

  • Costs directly linked to project delivery, including salaries, employee benefits, rent, travel, data acquisition, materials and equipment, and accountability reporting
  • Costs for plans and studies, including business plans, market analysis, technical and financial feasibility studies, concept development, activity programming, and sector indicators or tools
  • Construction, development, implementation, or setup costs for the project
  • Costs linked to a regional planning and consultation process, including salaries, employee benefits, professional fees, and other contractual services
  • Administrative costs up to 5% of eligible expenses

Ineligible Costs and Activities

  • Costs not directly linked to the project
  • Recurring costs needed for normal operations
  • Decontamination, construction, renovation, or conversion of housing units
  • Funding for scholarships, prizes, or contests
  • Operating deficit, debt repayment, or working capital replenishment

How to apply

  • Submit the application on the Portail gouvernemental des affaires municipales et régionales.
  • Apply in response to a regional call for projects launched by the Ministère.
  • Include the filled application form in French and all required documents.
  • Attach a clear project description, a financing plan, and a realistic timeline.

Processing and Agreement

  • A subvention agreement is signed between the applicant and the minister.
  • The agreement sets out payment terms and the obligations to be met to obtain the final payment.
  • The applicant must provide the information needed to assess achievement of the results.
  • If the project is selected, the applicant receives a positive announcement letter and signs the subvention agreement.
  • If the project is not selected, the applicant receives a refusal letter.
