Overview
The Financial assistance program for regional service units in the areas of recreation, sports, outdoor activities, and physical activity (PAFURS) provides 100% coverage of eligible expenses to support Quebec's regional organizations in implementing harmonized actions in recreation, sports, outdoor, and physical activity. Eligible activities include the promotion, development, and management of services and infrastructure in these sectors to increase accessibility, quality, and participation across the province.
Financing terms and conditions
- Annual financial assistance allocated for the period 2024-2027, not exceeding 100% of eligible expenses for activities and services.
- For each financial year (2024-2027), 75% of the allocated grant is provided upon signing the agreement, with the remaining 25% disbursed after acceptance of required financial reporting.
- The combination of all public financial support (provincial, federal, municipal) must not surpass 100% of eligible project expenses.
Activities funded
- Promotion and enhancement of physical activity, sports, recreation, and outdoor activities within the region.
- Development and coordination of partnerships and collaborative networks at regional and national levels to improve access to sport and recreation services.
- Implementation and improvement of a regional network for access to recreational, sports, and adapted equipment.
- Delivery of training, mentorship, consulting, and networking services to local and regional organizations involved in sports and recreation.
- Regional coordination of flagship initiatives such as the Jeux du Québec, local and regional initiatives, sport and physical activity awareness days, and volunteer recognition programs.

Eligibility
- The applicant must act as a regional recreation and sports unit (URLS) in its region.
- The applicant must be a non-profit organization (NPO) constituted under Part III of the Quebec Companies Act.
- The organization must have an active associative and democratic life.
- The organization must have a mission of general interest in the fields of recreation, sports, outdoor activities, or physical activity, benefitting the wider community.
- The organization must provide services beyond the local level to actors, stakeholders, and the population of its administrative region.
Who is eligible?
- Regional leisure and sports units (URLS) operating in Quebec
- Non-profit organizations (NPOs) acting as regional units in the fields of recreation, sports, outdoor activities, and physical activity
Who is not eligible
- Organizations that are not registered as non-profit organizations (NPOs) under Quebec law.
- Entities that are not acting as a regional leisure and sport unit (URLS) in their region.
- Organizations listed in the Register of Enterprises Ineligible for Public Contracts (RENA).
- Organizations that have not complied with Quebec government laws and regulations or have not fulfilled obligations related to prior government financial aid in the past two years.
- Organizations that do not meet high standards of integrity expected from recipients of public funds.
Eligible expenses
- General expenses such as office or workspace rental, office supplies, and equipment necessary for operations.
- Human resources costs related to the operation of the program, including salaries, employee benefits, professional training, and support.
- Travel expenses, provided they do not exceed the current Quebec public service rates.
- Communication, networking, representation, and volunteer management expenses.
- For the Circonflexe project: human resources for management, training, promotion, and facilitation; equipment purchase, maintenance, repair, and storage; expenses related to service points such as mobile units, self-service kiosks, and equipment loan counters.

Selection criteria
- Demonstration of sound management and adequate financial health, particularly through the maintenance of financial ratios in accordance with program requirements.
- Compliance with recognized competencies and the ability to implement the activities and services for which support is requested.
- Ability to present concrete results through the required accountability documents (for example: impact evaluation report, final report for specific projects).
- Adherence to the rules, standards, and conventions of the program throughout the execution of the project.

- Ensure all documents are up to date and signed as required

Submit the application
- Submit the completed application form and required documents to the Ministère de l’Éducation by the deadline (e.g., September 1, 2024)
- Send by the prescribed method, ensuring receipt and confirmation

Wait for review and feedback
- Wait for confirmation from the Ministère regarding the review of your application
- Respond to any requests for additional information or clarification from the Ministère

Receive approval and agreements
- Receive notification of grant approval from the Ministère
- Receive two copies of the financial assistance agreement

Sign and return agreement
- Sign one copy of the financial assistance agreement
- If applicable, include a board resolution authorizing the signatory
- Return the signed copy to the Ministère by the specified deadline
