Documents Needed
- Completed and signed application form (Excel format)
- Supporting documents for sustainable development measures, if applicable
- Complete business plan for the project, including required authorizations and permits
- Financial statements for the last two years, if applicable
- Three-year financial forecasts after project completion, if applicable
- Board or equivalent resolution authorizing the funding application
- Confirmation from the Ministère de la Culture et des Communications for construction projects of $150,000 or more, if applicable
- OQLF attestation or certificate of compliance, where required
- Confirmation letters from financial partners, if available
- Proof of compliance or commitment to Qualité-Sécurité d’Aventure Écotourisme Québec, for nature and adventure tourism businesses
- Certificate or proof of Indigenous status for eligible Indigenous organizations, if applicable
Eligibility
- Applicant must be a legally constituted tourism enterprise, cooperative, non-profit, municipal entity, Indigenous community or nation, or a grouping of these clients.
- Organization must be incorporated under Quebec or Canadian law and conduct business in Quebec.
- Tourism accommodation establishments must comply with applicable laws and regulations and hold a registration number.
- Nature and adventure tourism companies must comply with, be in the process of complying with, or commit to comply with Qualité-Sécurité d’Aventure Écotourisme Québec standards, where required.
- Applicant must have respected commitments tied to any previous subsidy from the program partners, if applicable.

Who is not eligible
- Quebec and Canadian government departments and agencies
- State-owned corporations
- Applicants listed in the Register of enterprises ineligible for public contracts
- Enterprises not compliant with the Office québécois de la langue française francization process
Eligible expenses
- Construction, reconstruction, expansion, adaptation, reconversion, or replacement of tourism infrastructures and equipment
- Development, layout, and enhancement of land and trails, including specialized equipment and furniture
- Acquisition and installation of equipment, including boats or rolling stock enhancing the visitor experience
- Professional fees for design, engineering, technical staff, project management, and reporting
- Project development fees such as preliminary studies, business plans, and eco-responsible development plans (within two years prior to application)
- Acquisition of land, servitudes, rights of way and related fees required for the project, under specified conditions
- Costs related to integrating sustainable practices or improving climate change adaptation capacity
- Surveying, on-site quality control, net taxes on eligible costs, contingencies (up to 15%), and costs for integrating artwork under the provincial arts integration policy

- Structuring impact, including attraction power, regional benefits, and job creation.
- Innovative nature and quality of concepts, products, and services.
- Financial structure and feasibility, including business plan, schedule, and promoter expertise.
- Integration of sustainable development principles and relevance to the destination’s strategic roadmap.

- Step 1: Initial Contact
- Contact the product development advisor by phone or email to validate project eligibility.
- Step 2: Prepare Application
- Complete the self-evaluation form and the financial assistance application form.
- Gather all required supporting documents, including those related to sustainable development measures if applicable.
- Step 3: Submit Application
- Send the completed forms and required documents by email to the designated advisor.
Additional information
- The financial support is a non-repayable contribution.
- Projects with strong sustainable development components may access higher funding.
- Beneficiaries of $100,000 or more may be subject to an equality access program requirement.
- Organizations with 25 or more employees in Quebec must provide proof of compliance with the OQLF francization requirements.
