Documents Needed

  • Completed and signed application form in Excel format
  • Supporting documents demonstrating sustainable development measures, if applicable
  • Complete business plan for the project, including required permits and authorizations
  • Financial statements for the last two years, where required
  • Three-year financial forecasts following project completion, where required

Eligibility

  • The applicant must be a legally constituted tourism organization under Quebec or Canadian law and operate in Quebec.
  • The organization must comply with applicable tourism accommodation laws and hold a valid registration number, where relevant.
  • Previous commitments toward program partners must have been respected for earlier funding, if applicable.
  • Nature and adventure tourism businesses must respect, or commit to respect, the Qualité-Sécurité program standards.
  • The proposed project must improve or expand tourism accommodation or services for tourist clients.

Who is eligible?

  • Tourism enterprises (for-profit organizations).
  • Non-profit tourism organizations and cooperatives.
  • Municipal entities.
  • Recognized Indigenous communities and nations, including their tourism organizations and enterprises.
  • Any grouping of the above eligible clienteles.

Who is not eligible

  • Quebec and Canadian Crown corporations, ministries and government agencies.
  • Applicants listed in the Register of Enterprises Ineligible for Public Contracts.
  • Enterprises not compliant with the Office québécois de la langue française francization process.

Eligible expenses

  • Construction, reconstruction, expansion, layout, adaptation, reconversion and replacement of infrastructure or equipment for the project.
  • Purchase and installation of specialized equipment and furniture, including boats or rolling stock dedicated to enhancing the visitor experience.
  • Professional fees for design, engineering, technical staff, project management and reporting, as well as preliminary studies and business plans.
  • Costs related to land and trail development, land acquisition and associated rights when required for the project.
  • Expenses for integrating sustainable practices, site surveying, on-site quality control, eligible taxes, contingencies and integration of artwork under the provincial policy.

Ineligible Costs and Activities

  • Acquisition of a business and its infrastructures.
  • Promotion and marketing costs, including website redesign.
  • Acquisition of animals, administrative or storage equipment, or retail space equipment.
  • Lease costs for land, buildings or other facilities, and acquisition of non-visitor transport vehicles.
  • Working capital, debt service, operating losses, compliance and maintenance costs, regular operating or administration expenses, financing fees, legal fees, cost overruns and costs incurred before application (except eligible preparatory fees).

  • Structuring impact, including attractiveness, reach, benefits, partnerships, employment and season extension.
  • Innovative character and quality of concepts, products and services.
  • Financial structure and project feasibility, including planning, expertise and business plan quality.
  • Consideration of sustainable development principles and alignment with the destination’s strategic itinerary.

  • Financial support is provided as a non-repayable contribution.
  • Projects must align with both provincial and regional tourism development objectives.
  • Projects with strong, documented sustainable development components may access higher funding.
  • Projects already receiving certain non-repayable tourism recovery aids may be excluded.
