Overview
The Community Initiatives Program (CIP) - Operating Grant offers up to $75,000 in funding to eligible Alberta non-profit organizations addressing social issues. The grant supports operating costs and organizational development activities that enhance an organization’s capacity to deliver direct programs and services to vulnerable and disadvantaged populations.
Financing terms and conditions
- Core funding of up to $60,000 per project, provided on a matching basis with eligible non-government cash and in-kind contributions, all of which must be secured at the time of application.
- Up to $15,000 in additional Organizational Development funding available per project, which does not require matching funds.
- Organizations may receive funding once every three years, with a required minimum of one full year off between grants.
- Funds must be spent within 24 months of payment; final reporting is due within 30 months.
Activities funded
- Operation and delivery of direct programs and services that address social issues such as food security, poverty, homelessness, safety from violence, mental health, addictions, and support for vulnerable or disadvantaged populations.
- Organizational development initiatives to strengthen skills, capacity, and long-term sustainability, such as communications strategy, research, or fund development.
- Collaborative projects among non-profit organizations to collectively address broader social issues within the community.
- Capacity-building activities, including staff and volunteer training or the development of operating policies and procedures.
- Initiatives to enhance community partnerships and networks in order to develop integrated services for vulnerable groups.
Eligibility
- The applicant must be a legally registered non-profit organization or an established Community Collaborative operating in Alberta for at least one full year.
- The organization's primary mission must be to address social issues such as food security, shelter, poverty, homelessness, safety from violence, mental health, addictions, disability, isolation, or barriers related to race, gender, sexual orientation, ethnicity, or age.
- The applicant must have one year of financial statements available.
- If applying as a Community Collaborative, the structure and roles must be documented, and there must be a history of achieving results in Alberta for at least one year.

- Single non-profit organizations addressing social issues
- Established community collaboratives composed of non-profit organizations
- First Nations and Métis Settlements (registered as non-profit organizations)
Who is not eligible
- Municipalities.
- For-profit organizations.
- Organizations not registered under specified Alberta or Canadian non-profit legislation.
- Organizations whose main purpose is sport or arts.
- Individuals.
Eligible expenses
- Wages and salaries for existing staff, including administrative, finance, program staff, and the Executive Director.
- Staff and volunteer training opportunities located in Alberta.
- Minor purchases of equipment essential to support core operations, programs, or services.
- Rent, utilities, and insurance.
- Advertising, marketing, and communication expenses.
- Travel within Alberta.
- Office and program supplies.
- Evaluation, data collection, auditing, and reporting costs.
- Other ongoing operating expenses identified by the applicant as integral to operations.
- Activities supporting organizational development, such as communications and marketing development, research, feasibility studies, fund development, operational enhancements, technology upgrades, and collaborative relationship building.

- Legally registered organizations operating in Alberta.
Selection criteria
- Alignment of the organization and its programs with the stated program outcomes.
- Organizational capacity and demonstrated community impact, including ability to deliver services and measurable benefit within the community.
- Evidence of community engagement and collaboration, including partnerships and avoidance of duplicated services.
- Organizational financial stability and capacity to manage funds, including diverse funding sources and demonstrated fundraising capacity.
- Potential economic and social impact, including benefit to high-need or underserved communities and contribution to employment or volunteer opportunities.
How to apply

Verify eligibility requirements
- Determine if your organization is eligible based on the criteria outlined (e.g., must be a registered non-profit or Community Collaborative operating in Alberta for at least one year)
- Ensure primary mission aligns with addressing social issues such as food security, homelessness, mental health, etc.

Register for GATE Front Office
- Register for access to the Grant Application Tracking Evaluation (GATE) Front Office portal by contacting the program office via phone or email
- Obtain login credentials required to submit applications online

Complete and submit application
- Complete the application form online through the GATE Front Office portal
- Gather and upload required documents: list of Board members, recent signed financial statements, signed grant agreement, application for electronic payment, and void cheque or bank statement
- If applying for Organizational Development Funding, include quotes and activity cost descriptions
- Optionally, provide letters of support or testimonials from partners or individuals

Application review period
- Wait for the review and assessment of your application by program staff
- The review and decision process takes approximately six months after the application deadline
- Be prepared to respond to requests for additional information or clarification if contacted

Receive decision notification
- Receive email notification regarding the outcome of your application
- All decisions are final and appeals are not considered

Fund disbursement and use
- Grant funds, if approved, will be deposited by electronic funds transfer
- Spend funds according to the approved eligible costs within 24 months of payment
- Contact Community Grants if unable to use funds within the timeline to request an extension

Submit final reporting requirements
- Submit a Final Report and financial report through the GATE Front Office portal within four months after the funding period ends
- Ensure all reporting is signed by authorized representatives
- Maintain records for seven years as required
Additional information
- Grant recipients are encouraged to acknowledge the Government of Alberta in their communications or public materials.
- Organizations must keep records related to the grant for seven years from the date of file closure notification.
- Applicants must not have any overdue reporting obligations related to other Alberta government grants at the time of application.
- All decisions regarding grant applications are final and are not subject to appeal.
