Documents Needed
- Completed and signed financial assistance application form (Excel format).
- Copy of the request for proposals outlining issues, objectives, methodology, timeline and deliverables.
- Two professional service offers (bids) from specialized consultants or firms.
- Board resolution or equivalent authorizing the signatory and any other relevant supporting documents.
- OQLF compliance attestation (if applicable), partner funding confirmations, and proof of relevant certifications where required.
Eligibility
- Applicant must be a legally constituted organization under Québec or Canadian law doing business in Québec.
- Applicant must belong to an eligible clientele (tourism enterprise, municipal entity, Indigenous community or organization, regional tourism association, or grouping of these).
- Tourist accommodation operators must comply with applicable laws and hold a valid registration number.
- Nature and adventure tourism enterprises must comply with, or commit to, Qualité-Sécurité standards of Aventure Écotourisme Québec.
- Applicant must have respected commitments linked to any previous subsidies from the partners.
Who is eligible?
- Tourism enterprises, including for-profit organizations, non-profit organizations and cooperatives.
- Municipal entities within Québec.
- Recognized Indigenous communities and nations, as well as Indigenous tourism organizations and enterprises.
- Regional tourism associations with financial partners for each project.
- Groupings or consortiums of any of these eligible clienteles.
Who is not eligible
- Provincial or federal government departments, agencies and Crown corporations.
- Applicants listed in the Register of Enterprises Ineligible for Public Contracts.
- Enterprises not compliant with the OQLF francization process.
Eligible expenses
- Professional fees of specialized firms or consultants for studies, diagnostics, individual business support and advisory services.
- Net taxes (non-recoverable portion) related to eligible direct costs.
Ineligible Costs and Activities
- Salaries, operating expenses and day-to-day management costs of the promoter.
- Working capital, debt service, operating losses, capital losses and share buybacks.
- Costs for regulatory compliance, asset maintenance, upgrading and standardization of facilities.
- Recoverable portions of sales taxes and any costs eligible for reimbursement to the business or a third party.
- Asset transfers, in-kind or service contributions, routine maintenance, financing costs, lobbying fees, promotion/marketing expenses, cost overruns and legal fees.

- Organizations doing business in Québec, within the Charlevoix tourism region.
Selection criteria
- Alignment with the objectives of the EPRTNT 2025-2027.
- Structuring impact, including attractiveness, reach, economic benefits, partnerships and season extension.
- Innovative character and quality of concept, products and services.
- Strength of financial structure and relevance to target tourist markets and competitive context.
- Project feasibility, including schedule, marketing strategy, promoter expertise, integration of sustainable development and achieving a minimum score of 60%.
How to apply
- Step 1: Prepare Project and Call for Tenders
- Define the issues, objectives, methodology, timeline and expected deliverables for the consulting or study mandate.
- Launch a call for professional services and obtain two bids from specialized consultants or firms.
- Step 2: Complete Application Form
- Fill in the EPRTNT 2025-2027 Charlevoix financial assistance application form in Excel format.
- Obtain a board or equivalent resolution authorizing the person who will sign the application.
- Gather required attestations, certifications and partner funding confirmations, if applicable.
- Step 3: Assemble Supporting Documents
- Attach the completed and signed form, the request for proposals document and the two service offers.
- Include the board resolution and any other required supporting documents listed for your situation.
- Step 4: Submit Application
- Email the completed application form and all required documents to claudia.villeneuve@tourisme-charlevoix.com.
- Keep a copy of all documents submitted for your records.
Additional information
- 15% of the maximum financial contribution is conditional on sustainable development performance.
- An OBL receiving $100,000 or more and having over 100 employees must implement an equal access employment program.
- Organizations with 25 or more employees operating in Québec must provide proof of compliance with the OQLF francization process.
- Applicants must have fulfilled commitments related to any previous subsidies from the partners.
