Overview

This program provides up to $200,000 in non‑repayable funding to support responsible, sustainable tourism attractions, activities and equipment in Charlevoix. It finances construction, expansion and modernization projects that enhance the regional tourism offer and visitor experience.

Activities funded

  • Development or renewal of tourism products, services, attractions, activities and equipment.
  • Consolidation, implementation, expansion or modernization of existing tourism attractions, activities or services.

Documents Needed

  • Completed and signed financial assistance application form (Excel format)
  • Comprehensive business plan for the project, including required permits and authorizations
  • Financial statements for the last two fiscal years (where required)
  • Three‑year projected financial statements after project completion (where required)
  • Board or council resolution authorizing the funding application and signatory

Eligibility

  • Applicant must be a legally constituted tourism enterprise, cooperative, non‑profit or municipal entity under Quebec or Canadian law operating in Quebec.
  • Tourism accommodation operators must comply with applicable laws and hold a valid registration number.
  • Nature and adventure tourism businesses must meet, be pursuing, or commit to pursue Aventure Écotourisme Québec Qualité‑Sécurité standards.
  • Applicant must have honoured commitments under any previous subsidies from the program partners.
  • Project must contribute to improving and diversifying the tourism offer in line with regional strategic objectives.

Who is eligible?

  • Tourism businesses operating attractions, activities or equipment.
  • For‑profit tourism organizations.
  • Non‑profit tourism organizations.
  • Tourism cooperatives.
  • Municipal entities and recognized Indigenous communities or tourism organizations.

Who is not eligible

  • Provincial or federal Crown corporations, ministries and government agencies.
  • Applicants listed in the Register of enterprises ineligible for public contracts.
  • Enterprises not compliant with the Office québécois de la langue française francization process.

Eligible expenses

  • Construction, reconstruction, expansion, adaptation or conversion of tourism infrastructures and equipment.
  • Acquisition and installation of equipment, furniture, boats and visitor‑dedicated rolling stock to enhance the client experience and workforce attraction/retention.
  • Professional fees for design, engineering, technical staff, project management, and required reporting.
  • Studies and preparatory work such as feasibility studies, business plans and eco‑responsible development plans (within two years prior to application).
  • Land and trail development, surveying, quality control, eligible taxes, contingencies (up to 15%) and integration of artworks and sustainable development measures.

  • Tourism enterprises and entities doing business in Quebec, within the Charlevoix region.

Selection criteria

  • Alignment with the objectives of the EPRTNT 2025‑2027 agreement.
  • Structuring impact, including attraction power, reach, economic spin‑offs and season extension.
  • Innovative character and quality of concept, products and services.
  • Sound financial structure and project feasibility, including business plan and implementation capacity.
  • Integration of sustainable development principles and accessibility for out‑of‑province visitors, with a minimum passing score of 60%.

  • Step 1: Prepare Project Documentation
    • Develop a complete business plan detailing the project, its objectives and expected tourism impacts.
    • Gather required financial statements, projections, resolutions and supporting documents listed in the guide.
  • Step 2: Complete Application Form
    • Fill out the EPRTNT 2025‑2027 Charlevoix financial assistance application form in Excel format.
    • Ensure all sections are completed and the form is duly signed by the authorized representative.
  • Step 3: Submit Application
    • Send the completed form and all required supporting documents by email to claudia.villeneuve@tourisme-charlevoix.com.

Additional information

  • The financial assistance is provided as a non‑repayable contribution.
  • Projects must obtain a minimum passing score of 60% in the evaluation grid.
  • For construction contracts of $100,000 or more, a public call for tenders is required.
  • Financial assistance of $100,000 or more to a for‑profit organization with over 100 employees requires an employment equity program commitment.
