Overview
This program provides non-repayable financial support of up to $200,000 to regional, structuring tourism projects in Charlevoix. It targets initiatives that enhance, coordinate and sustain the regional tourism offer over at least three years, including routes, circuits and thematic products.

Documents Needed
- Completed and signed financial assistance application form in Excel format
- Project plan detailing expected deliverables and three-year impacts
- Financial statements for the two most recent years of the organization
- Projected revenues and expenses covering the full project duration
- Board resolution mandating the signatory and other supporting documents
- OQLF attestation or certification, if applicable
- Confirmations from financial partners, if available
- Indigenous status certificate or certification, if applicable
- Proof of compliance or commitment to the Aventure Écotourisme Québec Qualité-Sécurité program, if applicable
Eligibility
- The applicant must be a tourism enterprise, municipal entity, Indigenous community or nation, regional tourism association, or a grouping of these.
- The organization must be legally constituted under Quebec or Canadian law and conduct business in Quebec.
- Where applicable, previous funding commitments with program partners must have been respected.
- Tourist accommodation operators must comply with applicable laws and hold a valid establishment number.
- Nature and adventure tourism enterprises must comply with, or be engaged toward, the Qualité-Sécurité accreditation standards.

Who is not eligible
- Quebec and Canadian state-owned enterprises, ministries and government organizations
- Applicants listed in the Register of enterprises ineligible for public contracts
- Enterprises not compliant with the Office québécois de la langue française francization process
Eligible expenses
- Fees for specialized firms or consultants
- Travel, overhead, salaries and benefits directly dedicated to the project
- Purchase and installation of equipment necessary to structure the tourism offer
- Net taxes (non-recoverable portions) related to eligible costs
Ineligible Costs and Activities
- Purchase of motorized transport equipment not dedicated to visitor experience
- Working capital, debt service, operating losses, capital losses and capital buybacks
- Compliance, upgrading and maintenance of existing assets
- Recoverable portions of sales taxes and costs eligible for tax refunds
- Donations, in-kind or service contributions, asset transfers and usual operating or administration expenses
- Financing fees and remuneration of lobbyists
- Costs committed before submitting the application, except project development fees
- Promotion, advertising and marketing expenses
- Cost overruns and legal fees

Selection criteria
- Alignment with the objectives of the EPRTNT 2025-2027.
- Structuring character, including attractiveness, reach, impacts, partnerships, job creation and season extension.
- Level of innovation of the project.
- Quality of the concept, products, services and financial structure.
- Pertinence, feasibility, and integration of sustainable development principles, with a minimum passing score of 60%.
How to apply
- Step 1: Prepare project and documentation
- Develop a project plan showing structuring impacts and three-year sustainability.
- Gather required financial statements, projections, resolutions and attestations.
- Step 2: Complete application form
- Fill in the EPRTNT 2025-2027 Charlevoix region financial assistance application form in Excel format.
- Ensure all sections are complete and consistent with supporting documents.
- Step 3: Submit application
- Send the completed form and all required documents by email to claudia.villeneuve@tourisme-charlevoix.com.
Processing and Agreement
- Analysis of the project’s alignment with the objectives of the EPRTNT 2025–2027
- Assessment of its structuring, innovative, financial and sustainable nature, as well as feasibility
- Assignment of a score with a requirement for a minimum passing grade of 60%
- Funding decision followed by an agreement setting out the beneficiary’s obligations
Additional information
- A minimum passing score of 60% is required for project evaluation.
- Up to 15% of the maximum financial contribution depends on sustainable development performance.
- Projects must demonstrate collaboration mechanisms with the regional tourism association.
- Contract award, arts integration and equality access rules may apply to larger projects.
