Charlevoix Tourism — EPRTNT 2025-2027 – Digital development of a business

• Completed and signed financial assistance application form in Excel format.
• Comprehensive business plan for the project.
• Financial statements for the last two years, if required.
• Three-year financial forecasts following project completion, if required.
• Board or council resolution authorizing the funding application and project costs, where applicable.

• Be a tourism enterprise, non-profit, cooperative, municipal entity or eligible Indigenous organization or business.
• Be legally constituted under Quebec or Canadian law and conduct business in Quebec.
• Comply with applicable laws and regulations for tourist accommodation, including holding a registration number where relevant.
• For nature and adventure tourism, comply with or commit to the Qualité-Sécurité program of Aventure Écotourisme Québec.
• Have met any prior commitments to program partners for previous subsidies, if applicable.

Who is eligible?

• Tourism businesses operating in Charlevoix.
• For-profit tourism organizations.
• Non-profit tourism organizations and cooperatives.
• Municipal entities involved in tourism.
• Indigenous communities, nations and tourism organizations.

Who is not eligible

• Crown corporations, and Quebec and Canadian government ministries and agencies.
• Applicants listed in the Register of enterprises ineligible for public contracts.
• Businesses not compliant with the francization process of the Office québécois de la langue française, when applicable.

Eligible expenses

• Professional fees for support and implementation of proposed digital solutions.
• Purchase of technological or other equipment required to use the solution.
• First subscription (up to 24 months) to cloud services linked to the solution.
• Purchase of hardware, software, mobile applications, integrated management software and e-commerce software to enhance client interaction and business management.
• Project-specific travel expenses, overheads, salaries and benefits, professional training and related net taxes.

Ineligible Costs and Activities

• Salaries, operating and current management expenses of the promoter.
• Purchase or rental of land, buildings or facilities, and capital expenditures for equipment acquisition.
• Bandwidth purchases, sales commissions on online platforms and recurring operating fees of the business solution.
• Working capital, debt service, operating or capital losses, buyback of capital and compliance or maintenance-related costs.
• Quebec and federal sales tax portions refundable to the business, asset transfers, in-kind contributions, routine maintenance, financing, lobbying, promotion/marketing, cost overruns and legal fees.

Eligible geographic areas

• Tourism businesses and organizations located in Quebec.
• Projects serving the Charlevoix tourist region.

• Alignment with the objectives of the EPRTNT 2025-2027.
• Structuring impact, including attractiveness, reach, economic benefits, partnerships, job creation and season extension.
• Innovative character and quality of concept, products and services.
• Financial structure and relevance to target markets, clientele, competition and marketing strategy.
• Feasibility of the project and integration of sustainable development principles, with a minimum overall score of 60% required.

• Step 1: Prepare Project Documentation
  • Develop a detailed business plan describing the digital development project.
  • Compile required financial statements, forecasts, resolutions and supporting documents.
• Step 2: Complete Application Form
  • Fill out the EPRTNT 2025-2027 Charlevoix financial assistance application form in Excel format.
  • Ensure all sections are complete and consistent with supporting documents.
• Step 3: Submit Application
  • Send the completed form and all required documents by email to claudia.villeneuve@tourisme-charlevoix.com.
  • Keep a copy of the submitted application and attachments for your records.

• 15% of the maximum financial contribution is tied to the project’s performance in sustainable development.
• Projects must achieve a minimum passing score of 60% based on the selection criteria.
• Promoters’ matching funds cannot come from other government aid counted in the funding accumulation.
• Tourism Charlevoix offers support to businesses to prepare and submit their applications.
