Eligibility

Who is eligible?

  • Tourism businesses, including for-profit organizations, non-profit organizations and co-operatives
  • Municipal entities
  • Indigenous communities and nations recognized by the National Assembly, as well as Indigenous tourism organizations and businesses
  • Any grouping of these clienteles

Who is not eligible

  • Crown corporations and departments and agencies of the governments of Quebec and Canada
  • Any applicant registered in the Register of Enterprises Ineligible for Public Contracts
  • Businesses that do not comply with the francization process of the Office québécois de la langue française

Eligible expenses

  • Construction, reconstruction, expansion, adaptation, reconversion and replacement of infrastructures or equipment, including new tourism experiences
  • Construction and equipment costs to improve attraction and workforce retention, such as employee accommodation
  • Professional, technical and consulting fees for design, engineering, project management and reporting
  • Project development fees, including preliminary studies, business plans and eco-responsible development plans (up to two years before application)
  • Land and trail development, specialized equipment and furniture, boats and rolling stock enhancing the visitor experience, eligible land acquisition and related fees, sustainable practice integration, surveying, quality control, non-refundable taxes, contingencies (up to 15%) and art integration costs under the provincial policy

Ineligible Costs and Activities

  • Acquisition of an existing business and its infrastructures
  • Promotion and marketing costs, including website redesign
  • Administrative, storage or retail equipment and materials, and rental of land, buildings or facilities
  • Working capital, debt service, operating losses, capital losses, asset maintenance and regulatory compliance costs
  • Regular maintenance, operating and administration expenses, financing costs, lobbying fees, cost overruns and legal fees

  • Clermont, Saint-Aimé-des-Lacs, Notre-Dame-des-Monts, Saint-Urbain, Saint-Siméon and Baie-Sainte-Catherine, for new accommodation establishment projects

Selection criteria

  • Alignment with the objectives of EPRTNT 25-27
  • Structuring impact, innovativeness, quality, financial structure, relevance and feasibility
  • Taking sustainable development principles into account
  • Demonstration of a standardized and detailed customer journey, such as a digital welcome guide, reception desk, help with trip preparation or remote support at all times
  • Projects adding units must represent at least 25% of the company's current offer, and the minimum passing score is 60%

Processing and Agreement

  • Applications are reviewed to confirm admissibility and alignment with the program.
  • The managing team assesses the project and may accompany the applicant.
  • Applicants are informed of the treatment, selection and management process for projects.
  • Approved projects are subject to the program’s conditions and reporting requirements.

Additional information

  • Construction contracts of $100,000 or more must be awarded through a public call for tenders
  • Projects that build or expand a building or site open to the public at a cost of $150,000 or more are subject to the Policy for the Integration of the Arts into the Architecture and Environment of Government and Public Buildings and Sites
  • Financial assistance of $100,000 or more granted to a for-profit organization with more than 100 employees must include an equal access program that complies with the Charter of Human Rights and Freedoms
