Charlevoix Tourism — EPRTNT 2025-2027 – Accommodations

• Completed and signed financial assistance application form in Excel format
• Detailed business plan for the project, including required authorizations and permits
• Financial statements for the last two years, if applicable
• Three-year financial forecasts after project completion, if applicable
• Board or council resolution authorizing the signatory for the funding application

• Be legally constituted under Quebec or Canadian law and carry on business in Quebec
• Be a tourism establishment or organization that has respected commitments under any previous subsidy from the partners
• For tourist accommodation operators, comply with applicable laws and regulations and hold a valid registration number
• For nature and adventure tourism enterprises, comply with or commit to the Qualité-Sécurité d’Aventure Écotourisme Québec accreditation process
• Project must enhance, expand or improve tourism accommodation supply and services in the territory

Who is eligible?

• For-profit tourism businesses
• Non-profit tourism organizations
• Tourism cooperatives
• Municipal entities in the Charlevoix region
• Recognized Indigenous communities, nations, tourism organizations and enterprises, and their groupings

Who is not eligible

• Provincial and federal Crown corporations, ministries and government agencies
• Applicants listed in the Register of Enterprises Ineligible for Public Contracts
• Enterprises not compliant with the Office québécois de la langue française francization process, where applicable

Eligible expenses

• Construction, reconstruction, expansion, adaptation, reconversion and replacement of infrastructures or equipment, including new tourism experiences
• Construction and equipment costs to improve attraction and workforce retention, such as employee accommodation
• Professional, technical and consulting fees for design, engineering, project management and reporting
• Project development fees, including preliminary studies, business plans and eco-responsible development plans (up to two years before application)
• Land and trail development, specialized equipment and furniture, boats and rolling stock enhancing the visitor experience, eligible land acquisition and related fees, sustainable practice integration, surveying, quality control, non-refundable taxes, contingencies (up to 15%) and art integration costs under the provincial policy

Ineligible Costs and Activities

• Acquisition of an existing business and its infrastructures
• Promotion and marketing costs, including website redesign
• Administrative, storage or retail equipment and materials, and rental of land, buildings or facilities
• Working capital, debt service, operating losses, capital losses, asset maintenance and regulatory compliance costs
• Regular maintenance, operating and administration expenses, financing costs, lobbying fees, cost overruns and legal fees

Eligible geographic areas

• Tourism businesses located in the Charlevoix region of Quebec
• New accommodation establishments only in Clermont, Saint-Aimé-des-Lacs, Notre-Dame-des-Monts, Saint-Urbain, Saint-Siméon and Baie-Sainte-Catherine

• Alignment with the objectives of the EPRTNT 2025-2027 agreement
• Structuring impact, including attraction power, project reach, economic benefits, job creation and season extension
• Innovative character and quality of concept, products and services
• Financial structure and feasibility, including business plan quality, timeline and promoter expertise
• Integration of sustainable development principles and a detailed, standardized customer journey, with a minimum passing score of 60%

• Step 1: Prepare Application File
  • Consult the EPRTNT accommodation promoter guide and validate project eligibility.
  • Complete the required business plan and gather all supporting documents listed for the program.
• Step 2: Complete Application Form
  • Fill out the “Demande d’aide financière EPRTNT 25-27 région de Charlevoix” form in Excel format.
  • Ensure the form is duly signed by the authorized representative.
• Step 3: Submit Application
  • Email the completed form and all required documents to claudia.villeneuve@tourisme-charlevoix.com.

• A minimum passing score of 60% is required for project selection.
• Projects must integrate concrete sustainable development measures with positive environmental, social and economic impacts.
• Contracts for construction work of $100,000 or more must be awarded through a public call for tenders.
• Financial aid of $100,000 or more to a for-profit organization with over 100 employees requires an equal opportunity program.
