The Capital Assistance – Stream 1: Restoration of Heritage Assets program provides up to 60% of eligible project costs, to a maximum of $20 million, for the preservation and restoration of heritage properties recognized under the Cultural Heritage Act in Quebec. Eligible activities include restoration, preservation, and improvements to accessibility, safety, or infrastructure pertaining to designated heritage buildings and sites.
Financing terms and conditions
- Financial assistance covers up to 60% of eligible project expenses for nonprofits and municipalities with publicly accessible cultural properties, with a maximum of $20 million per project.
- Other types of eligible heritage properties are subject to a maximum contribution ranging from 40% to 50%, depending on property type and ownership.
- Disbursement below $1 million: 50% is paid after the funding agreement is signed; the balance follows project completion and approval of final reporting.
- Disbursement of $1 million or more: 50% after agreement signature, 30% upon substantial completion, and the remainder after acceptance of project completion documents.
- Total government and public financial contributions (including grants, tax credits, etc.) cannot exceed 100% of eligible project costs.
Eligible projects & activities
- Restoration of heritage assets, including repairing or replacing original or historic components of protected buildings using period-appropriate materials and techniques.
- Preservation initiatives to consolidate structural elements and prevent or correct deterioration in heritage buildings or sites.
- Acquisition, repair, or installation of fire protection and suppression systems in cultural infrastructure or as required by the Quebec Construction Code.
- Projects that improve universal accessibility in heritage buildings with a cultural or public vocation.
- Archaeological activities such as inventory, oversight, excavation, restoration, or stabilization, connected to restoration or preservation of eligible heritage properties.
Eligibility criteria of the Capital Assistance – Stream 1: Restoration of heritage assets program
- The applicant must be a legally constituted individual, for-profit organization, non-profit organization, cooperative, municipal entity, or an Indigenous community or nation recognized by the National Assembly of Quebec.
- The applicant must hold ownership or co-ownership rights, as defined by the Civil Code of Quebec, over the heritage asset in question.
- The project must involve the restoration or preservation of a heritage property that is classified, cited, or recognized as having heritage value under the Cultural Heritage Act, or included in recognized heritage inventories.
- The intervention must be authorized under the Cultural Heritage Act where applicable, and executed by appropriately licensed professionals or organizations recognized for restoration and conservation.
- The project must follow the structured project planning process outlined by the Ministry, with all required documentation submitted.

Who is not eligible
- Organizations listed in Schedule 2 of the Act respecting the Financial Administration (except budgetary organizations).
- The Montreal Museum of Fine Arts.
- Organizations belonging to the education or health networks, if their asset is eligible for financial support from their respective ministries.
- Entities registered in the Register of Enterprises Ineligible for Public Contracts (including subcontractors listed therein).
- Applicants or organizations that are insolvent, bankrupt, or have not met prior obligations related to financial assistance from a Quebec government ministry or body.
Eligible expenses
- Professional fees and related costs for required studies (such as building condition reports, technical audits, archaeological potential studies, and other feasibility or project definition studies required by the Ministry).
- Professional and technical fees directly linked to eligible restoration or preservation work.
- Costs associated with restoration and preservation work on the characteristic elements of the heritage asset.
- Acquisition, repair, and installation of fire protection and suppression systems.
- Production and installation of an identification plaque.
- Integration of artwork related to the application of the Policy for the Integration of Arts into Architecture and the Environment on government and public sites.

- Relevance of the project, including the justification of needs to address deficiencies and problems related to the conservation of the asset, and its connection to access to cultural or communications services.
- Urgency of the proposed intervention for maintaining the normal use of the asset, ensuring the continuity of services, protecting the integrity of the movable or immovable property, or ensuring public safety.
- Heritage value of the asset in question, including its archaeological potential as recognized by existing inventories.
- Quality of the project, including confirmation of funding sources (public and private partners, applicant) and the realism of projected costs.
- Alignment of the project with the identified deficiencies and problems, as well as adherence to architectural quality principles.

Verify eligibility requirements
- Review eligibility for applicants and properties
- Ensure compliance with requirements under the Cultural Heritage Act
- Check that your project type and expenses are eligible

Prepare supporting documents
- Gather required information and documentation (property documents, budget, technical studies, etc.)
- Prepare an overview of the application and project objectives
- Collect any other documents requested by the Ministry

Submit the online application
- Complete the online application form via di@pason
- Attach all required documents and information
- Submit within the program’s application period as stated in the program calendar

Respond to Ministry requests
- Await review and possible requests for additional information from the Ministry
- Respond to any additional information requests within 3 months (or extended delay if justified)
- Follow progress of the application’s evaluation phase

Project acceptance and funding agreement
- Receive the approval letter and funding terms if your project is selected
- Sign and return the Conditions for Grant Award document
- Obtain all necessary Ministry authorizations before any project changes

Implement the funded project
- Carry out the approved project activities within 24 months of the approval letter
- Provide interim and final reports as required by the Ministry
- Comply with rules for contract management (if applicable)

Complete reporting and final payment
- Submit the final project report and required documents no later than 3 months after completion
- Facilitate any audits or site visits requested by the Ministry
- Receive the final payment after validation and acceptance of all deliverables
Additional information
- The assistance is subject to the availability of budgetary credits at the time of commitment.
- The Ministry may limit the number of projects selected based on available funds.
- All recipients must submit a final accountability report within three months after project completion.
- The Ministry reserves the right to conduct site visits and verify the use of allocated funds at any reasonable time.
