Documents Needed
- Completed and signed application form in Excel format.
- Project plan specifying the expected deliverables and impacts over three years.
- Financial statements for the two most recent years, not required for ATRs, municipal entities and Indigenous communities.
- Projected income and expense budget covering the project duration; board resolution authorizing the signatory and any relevant document; partner funding confirmations, if available.
- OQLF attestation or certificate of compliance where required; Indigenous certificate or certification if applicable; Qualité-Sécurité d’Aventure Écotourisme Québec document for nature and adventure tourism companies.
Eligibility
Who is eligible?
- For-profit tourism enterprises.
- Non-profit tourism organizations and cooperatives.
- Municipal entities.
- Recognized Indigenous communities and nations, and Indigenous tourism enterprises.
- Regional tourism associations with financial partners for each submitted project, and groupings of these eligible clients.
Who is not eligible
- State-owned corporations, and ministries and agencies of the Quebec and Canadian governments.
- Applicants listed in the Register of enterprises ineligible for public contracts.
- Enterprises that are not compliant with the francization process of the Office québécois de la langue française.
Eligible expenses
- Professional fees from specialized firms or consultants.
- Travel expenses within public service rates, general expenses, and salaries and social benefits of human resources specifically dedicated to the project.
- Costs to purchase and install equipment necessary to structure the tourism offer.
- Net taxes, excluding the reimbursed portion, related to eligible costs.
Ineligible Costs and Activities
- Motorized transport equipment not dedicated to the visitor experience.
- Working capital, debt service, operating losses, capital losses and capital buyback.
- Compliance costs, asset maintenance costs and costs related to regulatory conformity.
- The Quebec sales tax portion, the goods and services tax portion and any costs for which the business or a third party is entitled to a reimbursement.
- Donations, in-kind or service contributions, asset transfers, direct or indirect operating or administrative costs, usual maintenance and operating costs, financing costs, lobbyist remuneration, costs committed before the application is filed except project development fees, promotion, advertising and marketing costs, cost overruns and legal fees.

- Structuring impact, including attractiveness, tangible regional benefits, coordination and partnerships, reach, seasonality, data protection and cybersecurity, productivity, and the human dimension of technological projects.
- Strategic relevance, including promising products, market size, competition, positioning and marketing strategy.
- Strategic management and feasibility, including governance, business-process structuring, human and organizational resources, promoter expertise and experience, financial resources, timeline and operations, and application quality.
How to apply
- Complete the online pre-admissibility form for the program.
- After validation by Tourisme Cantons-de-l’Est, complete the application form in Excel format and send it with the required documents to eprtnt@atrce.com.
Processing and Agreement
- A funded project must use a public call for tenders for any construction contract of 100,000 $ or more.
- Municipal beneficiaries are subject to the legislative and regulatory provisions governing contract awarding.
- Construction or expansion projects costing 150,000 $ or more for a building or site open to the public are subject to Quebec’s Policy for the Integration of Arts into Architecture and the Environment.
- Funding of 100,000 $ or more awarded to an OBL with more than 100 employees must include the obligation to implement an equal access program.
