The Business Growth — Growth Support Vouchers program provides non-repayable funding of up to $25,000 per year to help businesses access professional advisory services for strategic development, innovation, and export initiatives. Eligible expenses include consulting fees and studies related to business growth at various stages of development.
Financing terms and conditions
- Non-repayable contribution in increments of $1,000, up to a maximum of $25,000 per year for priority, strategic, and commercial sectors, covering up to 50% of eligible expenses.
- Non-repayable contribution in increments of $1,000, up to a maximum of $10,000 per year for social economy enterprises, covering up to 80% of eligible expenses.
- Total active funding across all economic development programs from the Ville de Québec is capped at $500,000 over two years, counting 100% of non-repayable aid and 50% of repayable aid.

Eligibility
- The applicant must be an incorporated private company or a social economy enterprise (NPO or cooperative) conducting mainly commercial activities.
- Individually owned businesses and partnerships majority-owned by Indigenous persons located in Wendake are eligible.
- The project must be carried out within the agglomeration of Québec (Québec City, Saint-Augustin-de-Desmaures, L’Ancienne-Lorette) or Wendake, and the company’s head office must be in the same territory.
- The project must have a strong innovative or export-oriented component, or support post-pandemic recovery.
- Eligible sectors include priority, strategic, and commercial activities as defined by the program (such as agri-food, digital arts, advanced manufacturing, tourism, and others specifically mentioned in program documentation).

- Incorporated private enterprises
- Social economy enterprises (non-profit organizations and cooperatives) primarily engaged in commercial activities
- Sole proprietorships and partnerships majority-owned by Indigenous individuals located in Wendake
- Owners of commercial urban agriculture projects
Who is not eligible
- Vehicle dealerships, auto parts retailers, and gas stations.
- Collaborative tourist accommodation providers (e.g., Airbnb, Home Away) and businesses operating solely online.
- Social economy enterprises (non-profits, co-ops) that cannot demonstrate sound democratic governance.
- Businesses not released from bankruptcy judgments or with outstanding debts to the Ville de Québec.
- Applicants listed on the Register of Ineligible Businesses for Public Contracts or with a history of failing to meet municipal grant requirements within the last two years.
