- Eligible collaborative partners include specialized professional service firms, public research institutes in Quebec (technology transfer centers, universities, and applied research centers), municipalities, cities, regional county municipalities (MRC), and similar organizations including non-profit organizations formed under the Quebec citiess and towns act.
- Ineligible applicants include state-owned enterprises, businesses registered on the Register of Enterprises Ineligible for Public Contracts (RENA), tertiary sector businesses primarily providing services rather than manufacturing goods or trading, any applicants who have failed to meet previous financial assistance obligations, and companies under protection from the Companies' Creditors Arrangement Act or the Bankruptcy and Insolvency Act.

- Applicants who, in the two years preceding the application, failed to meet their obligations after being duly notified by the Ministry of Economy, Innovation and Energy (MEIE) concerning a previous financial assistance award.
- Companies under the protection of the Companies' Creditors Arrangement Act or the Bankruptcy and Insolvency Act.
