Activities funded
- Studies, diagnostics and consulting mandates to improve business practices in tourism enterprises.
- Individualized in-company support and advisory services to enhance workforce skills and customer service.

Documents Needed
- Completed and signed EPRTNT 2025–2027 financial assistance application form (Excel format)
- Copy of the call for tenders specification outlining issues, objectives, methodology, timeline and deliverables
- Two professional service offers (consultant quotations)
- Board resolution (or equivalent) authorizing the signatory and supporting the funding request
- OQLF attestation or certification for organizations with 25 employees or more over 6 months, if applicable
- Confirmation letters from financial partners, if available
- Indigenous certificate or attestation confirming Indigenous status of the organization, if applicable
- Proof of compliance or engagement with the Aventure Écotourisme Québec Qualité-Sécurité program for nature and adventure tourism businesses, if applicable
Eligibility
- Applicant must be a legally constituted organization under Québec or Canada law and conduct business in Québec.
- Applicant must be a tourism enterprise, municipal entity, Indigenous community/nation or tourism association, or a grouping of these clients.
- Tourism accommodation operators must comply with applicable laws and regulations for their establishment type and hold a registration number.
- Nature and adventure tourism enterprises must comply with, or commit to comply with, the Aventure Écotourisme Québec Qualité-Sécurité program.
- Applicant must have fulfilled commitments related to any previous subsidy from the program partners, where applicable.
Who is eligible?
- Tourism enterprises operating as for-profit organizations.
- Tourism organizations operating as non-profit organizations.
- Tourism cooperatives.
- Municipal entities in the sense defined by Québec legislation.
- Recognized Indigenous communities, nations and Indigenous tourism enterprises, and regional tourism associations, as well as any grouping of these clients.
Who is not eligible
- Québec and Canadian government departments, agencies and state-owned enterprises.
- Applicants listed in the Register of enterprises ineligible for public contracts.
- Enterprises not compliant with the Office québécois de la langue française francization process.
Eligible expenses
- Professional fees of specialized firms or consultants to carry out specific tourism development studies, diagnostics or individualized support for improving service and product quality.
- Net taxes (excluding refundable portions) related to eligible direct costs.
Ineligible Costs and Activities
- Salaries, operating expenses and ongoing management costs of the promoter or project.
- Working capital, debt service, operating losses, capital losses and capital buyback.
- Costs related to bringing assets up to standard, asset maintenance and regulatory compliance.
- Taxes and other costs for which the business or a third party is entitled to a refund.
- Asset transfers, in-kind or service contributions, routine maintenance and operating expenses.
- Financing costs and lobbyist remuneration.
- Costs linked to commitments made before submitting the funding application, except fees for project preparation.
- Promotion, advertising and marketing expenses, cost overruns and legal fees.
Eligible geographic areas
- Projects carried out on the territory of the Abitibi-Témiscamingue region, by tourism businesses established there.
Selection criteria
- Alignment with the objectives of the EPRTNT 2025–2027.
- Structuring impact, including attraction power, project reach, regional benefits, partnerships, job creation and season extension.
- Innovative character and quality of concept, products and services.
- Financial structure and project financing plan.
- Relevance to tourism clientele, diversification of the offer, market considerations and marketing strategy quality, as well as overall feasibility and integration of sustainable development principles.
How to apply
- Step 1: Prepare Project and Call for Tenders
- Define the issues, objectives, methodology, schedule and expected deliverables for the study or consulting mandate.
- Draft a call for tenders specification for the consulting services.
- Obtain two professional service offers (quotes) from specialized firms or recognized organizations.
- Step 2: Compile Required Documents
- Complete the EPRTNT 2025–2027 Abitibi-Témiscamingue financial assistance application form in Excel format.
- Gather the board resolution (or equivalent) authorizing the funding request and signatory.
- As applicable, obtain OQLF attestation, Indigenous status certificate, partner confirmations and proof of compliance or engagement with the Qualité-Sécurité program.
- Step 3: Submit Application
- Send the completed application form and all required supporting documents by email to eprtnt@atrat.org.
- Ensure submission before the specified intake deadlines.
Additional information
- Projects must take place in Abitibi-Témiscamingue and the applying tourism business must be established in this region.
- The consulting mandate must be carried out by a specialized firm or recognized organization, selected following a service call for tenders with two quotes.
- Application deadlines include November 18, 2025, and October 13, 2026, at 3 p.m.
- Projects that integrate responsible and sustainable development practices are explicitly encouraged.
