Overview
This program offers up to $200,000 in non-repayable financial support to develop, expand or modernize tourism attractions, activities and facilities in Abitibi-Témiscamingue. It targets construction, improvement and innovation projects that enhance responsible, sustainable and four-season tourism experiences.

Activities funded
- Construction, expansion or improvement of tourism infrastructures and of tourism products and services.
- Consolidation, implementation, expansion or modernization of a tourism attraction, equipment, activity or service.
Documents Needed
- Duly completed and signed application form in Excel format.
- Comprehensive business plan for the project, including required authorizations, attestations, certificates and permits.
- Financial statements for the last two fiscal years, where required.
- Three-year projected financial statements following project completion, where required.
- Board or equivalent resolution authorizing the signatory to submit the funding application.
Eligibility
- The applicant must be legally constituted under Quebec or Canadian law and conduct business in Quebec.
- The organization must have fulfilled commitments related to any previous subsidy from the partners, where applicable.
- Tourist accommodation operators must comply with applicable laws and regulations and hold a valid registration number.
- Nature and adventure tourism businesses must comply with, or commit to comply with, the Aventure Écotourisme Québec Qualité-Sécurité accreditation standards.
- The tourism business must be established in the Abitibi-Témiscamingue region, and the project must take place on this territory.
Who is eligible?
- Tourism businesses organized as for-profit entities.
- Tourism organizations organized as non-profit entities.
- Tourism cooperatives.
- Municipal entities.
- Recognized Indigenous communities, nations and Indigenous tourism enterprises, as well as groupings of these clienteles.
Who is not eligible
- Crown corporations and ministries or agencies of the governments of Quebec and Canada.
- Applicants listed in the Register of enterprises ineligible for public contracts.
- Businesses not compliant with the Office québécois de la langue française francization process.
Eligible expenses
- Construction, expansion, reconstruction, adaptation, conversion, improvement or replacement of tourism infrastructures and equipment, including deployment of new tourism experiences.
- Construction and acquisition of equipment that enhances attraction capacity and supports workforce retention, where not the main project cost.
- Professional, technical, consulting and project management fees, including preliminary studies, business plans and eco-responsible development plans (up to two years prior to application).
- Costs for land and trail development, specialized equipment and furniture, acquisition of boats and visitor-dedicated rolling stock, and acquisition of required land, servitudes and rights of way.
- Costs related to integrating sustainable practices and climate adaptation, surveying, on-site quality control, net taxes, contingencies (up to 15% of eligible costs) and integration of artworks under the provincial policy.
Ineligible Costs and Activities
- Acquisition of an existing business and its infrastructures.
- Promotion and marketing costs, including website redesign.
- Acquisition of animals, administrative or storage equipment and materials, and equipment for retail spaces.
- Land, building and facility rentals, non-visitor-dedicated motorized transport, usual maintenance, operating expenses, working capital, debt service, and cost overruns.
- Compliance and asset-maintenance costs, refundable taxes, asset transfers, in-kind or service contributions, financing fees, lobbyist remuneration, direct or indirect operating/administrative costs, pre-commitment costs (except eligible preparatory fees) and legal fees.

- Businesses established and projects carried out in the Abitibi-Témiscamingue region of Quebec.
Selection criteria
- Alignment of the project with the EPRTNT 2025-2027 objectives.
- Structuring impact, including attraction power, project reach, economic benefits, partnerships, job creation and season extension.
- Innovative character and quality of the concept, products and services.
- Sound financial structure and relevance regarding target tourist clientele, markets, competition and marketing strategy.
- Feasibility of the project, including schedule, business plan quality, promoter expertise and integration of sustainable development principles.
How to apply
- Step 1: Obtain Application Form
- Download or request the EPRTNT 2025-2027 financial assistance application form for the Abitibi-Témiscamingue region.
- Step 2: Prepare Application Dossier
- Complete the application form in Excel format and have it signed by the authorized representative.
- Gather all required supporting documents listed in the program guidelines.
- Step 3: Submit Application
- Send the completed form and required documents by email to the address indicated (eprtnt@atrat.org) before the stated deadlines.
Additional information
- The project must include concrete sustainable development measures with positive environmental, social and economic impacts.
- A public call for tenders is required for any construction contract of $100,000 or more funded by this program.
- Projects of construction or expansion of $150,000 or more for public buildings or sites may be subject to the Quebec Policy for integrating arts into architecture and the environment.
- OBL recipients with more than 100 employees receiving $100,000 or more must commit to implementing an equal access employment program.
