Overview
This program provides non-repayable funding of up to 80% of eligible costs to support regional tourism offer structuring projects in Abitibi-Témiscamingue. It targets innovative, sustainable initiatives such as thematic routes, improved territorial access and mobility, and multi-partner tourism products with long-term impact.

Documents Needed
- Duly completed and signed application form in Excel format
- Project plan detailing expected deliverables and three-year impacts
- Most recent financial statements for the last two years (where required)
- Projected income and expenses covering the project duration
- Board resolution (or equivalent) authorizing the funding application
- Attestation or certificate from the OQLF, if applicable
- Confirmation letters from financial partners, if available
- Indigenous certificate or certification, if applicable
- Proof of compliance or engagement with the Qualité-Sécurité program for nature and adventure tourism businesses, if applicable
Eligibility
- The applicant must be a legally constituted organization under Quebec or Canadian law and conduct business in Quebec.
- The applicant must belong to one of the eligible client groups (tourism businesses, municipal entities, Indigenous communities or nations, regional tourism associations, or groupings thereof).
- Tourist accommodation operators must comply with applicable laws and regulations and hold a valid establishment number.
- Nature and adventure tourism businesses must comply with, or commit to comply with, the Qualité-Sécurité program standards of Aventure Écotourisme Québec.
- Previously funded organizations must have fulfilled their commitments to the partners.

Who is not eligible
- Quebec and Canadian Crown corporations, ministries, and government agencies
- Applicants listed in the Register of enterprises ineligible for public contracts
- Enterprises not compliant with the francization process of the Office québécois de la langue française
Eligible expenses
- Fees of specialized firms or consultants
- Travel expenses within applicable public sector rates, general expenses, and salaries and benefits of human resources dedicated specifically to the project
- Costs related to the purchase and installation of equipment necessary for structuring the tourism offer
- Net taxes (excluding refundable portions) related to eligible costs
Ineligible Costs and Activities
- Acquisition of motorized transport equipment not dedicated to the visitor experience
- Working capital, debt service, operating losses, capital losses, and business acquisition costs
- Costs related to bringing assets up to standard, asset maintenance, and regulatory compliance
- Recoverable portions of sales taxes
- Donations, in-kind or service contributions, and asset transfers
- Operating, administrative, and usual maintenance expenses
- Financing costs and lobbyist remuneration
- Costs incurred under contracts signed before submitting the funding application (except project development fees)
- Promotion, advertising, and marketing expenses, cost overruns, and legal fees

Selection criteria
- Alignment with the objectives of the EPRTNT 2025-2027
- Structuring nature of the project (attraction power, scope, impacts, partnerships, job creation, season extension)
- Innovative character and quality of concepts, products, and services
- Soundness of financial structure and project feasibility (timeline, marketing strategy, business plan, promoter expertise)
- Consideration of sustainable development principles and relevance to tourism clientele and markets
How to apply
- Step 1: Prepare Project Proposal
- Define the structuring tourism project, its objectives, and three-year impacts.
- Assemble required financial information and partner confirmations, if available.
- Step 2: Complete Application Form
- Fill out the EPRTNT 25-27 financial assistance application form for the Abitibi-Témiscamingue region in Excel format.
- Ensure the form is duly completed and signed.
- Step 3: Compile Required Documents
- Gather all mandatory supporting documents listed for the program.
- Verify that documents are complete and up to date.
- Step 4: Submit Application
- Send the completed Excel form and all required documents by email to eprtnt@atrat.org.
- Respect the indicated submission deadlines and times.
Additional information
- The financial assistance is a non-repayable contribution.
- Projects must demonstrate sustainability over more than three years.
- Next application deadlines are November 18, 2025, and October 13, 2026, at 3 p.m.
- Projects must be carried out on the Abitibi-Témiscamingue regional territory.
