Eligibility

The eligibility criteria for companies applying for this grant focus on the type of organization and compliance with local governance requirements.
  • The organization must be either municipal, a community with band councils, cooperative, non-profit, or a private enterprise.
  • Financial sector entities are excluded from eligibility.
  • Organizations must not be listed on the Register of Enterprises Ineligible for Public Contracts (RENA).
  • Organizations must not be in default or involved in legal disputes with the Quebec government or any entities within the La Tuque agglomeration.
  • Non-profits must demonstrate adherence to governance standards, including holding annual general meetings, maintaining a board of directors, and having a diverse membership with adequate documentation such as minutes and adopted bylaws.

  • Activities related to the basic mandate of an organization or linked to municipal administration (e.g., town hall renovation).
  • Health services establishment or expansion projects.
  • Projects requiring this fund over other available funds for which they are eligible.
  • Projects in competition with private enterprise offerings, unless under specific agreements.
  • Projects with an unproven vitalization impact.
  • Projects consisting of studies, strategic plans, or actions part of regular activities of an entity unless addressing specific vitalization issues.
  • Projects contradictory to governmental policies or duplicates of already funded initiatives.
  • Private-sounding cooperatives or NPOs presenting a strong private connotation.
  • Projects not considered as local service, including religious, political, sexual nature, financial services, and more.

Eligible expenses

The grant covers specific expenses directly related to concertation, planning, and implementation of the agreement as well as project funding.
  • Direct expenses of the agglomeration and/or composing municipalities not related to routine activities.
  • Salaries and service contracts exclusively tied and necessary for activities pertaining to concertation, planning, and implementation of the agreement.
  • Project funding conducted by eligible organizations in compliance with the revitalization framework, excluding non-eligible expenses.
  • Administrative expenses up to a maximum of 10% of the total funding envelope.
