The Initiatives Program (FIP) has transitioned from suspended to active status. The program will open on April 14, 2026, with the first application deadline set for May 12, 2026 and a second deadline of June 26, 2026. New sectors of interest have been introduced, including projects related to a winter offer in the expanded downtown area and the Parc Jean-Drapeau and Mount Royal sectors, as well as projects supporting a four-season tourist offering. The submission process now requires registration on the submission portal, with specific application forms that will be available starting April 14. The EPRTNT section has been reorganized, with submission steps and deadlines moved above the reference documents section.

Eligibility

Who is eligible?

  • Retail businesses
  • Businesses in gambling or alcohol sales and consumption
  • Service providers that do not manage the project
  • Government ministries and agencies of Québec or Canada
  • Organizations listed on the public contracts ineligibility register or that failed to meet previous obligations to Tourisme Montréal

Eligible expenses

  • Professional fees directly related to the project
  • Construction work and interior or exterior fit-out work
  • Purchase, installation, or rental of specialized equipment and furnishings
  • Project administration costs and employee salaries assigned to the project, up to 15% of total project costs
  • Site development, project operating costs, project-related marketing, and non-refundable taxes

Ineligible Costs and Activities

  • Operating costs, ongoing business activities, and requests for regular organizational functioning
  • Projects already completed, concept design, prototyping, training content, tourist reception, or signage projects
  • Retail, gambling, alcohol-related, and most restaurant projects
  • Debt servicing, loan repayment, financing costs, maintenance, compliance work, and lobbying fees
  • Costs incurred before application submission, reimbursable taxes, in-kind contributions, and cost overruns

How to apply

    • Use Tourisme Montréal’s online portal to start the application.
    • Register your organization if needed.
  • Step 2: Complete the application
    • Fill in the online form for the relevant program section.
    • Prepare the required supporting documents.
  • Step 3: Submit the file
    • Upload all required documents in the portal.
    • Submit the application before the deadline and before the project start date.
  • Step 4: Follow the review process
    • Provide additional information if requested by Tourisme Montréal.
    • Wait for the funding decision letter.
