Programme services-conseils 2023-2028 offers non-repayable support covering 50% to 75% of eligible costs for agricultural and agri-food businesses and sector organizations in Québec to strengthen adaptation and advisory capacity. Eligibility
Who is eligible?
- For Volet 1: agricultural businesses, agricultural succession businesses, artisanal food processing businesses, and groups of 3 to 10 eligible businesses
- For Volet 2: service providers registered with the Coordination services-conseils, Agriconseils networks, non-profit organizations active in the agricultural and agri-food sectors, and educational institutions
- For Volet 3: research centres, technology transfer establishments, watershed organizations, non-profit organizations dedicated to knowledge transfer, and the Coordination services-conseils
- For Volet 3: firms specializing in geomatics, precision agriculture, or another cutting-edge field whose expertise can support subsidized advisory services
- For Volet 1 management and technical services, farm businesses holding a NIM aspirant agriculteur are eligible
Who is not eligible
- For Volet 1, government departments, budgetary bodies, Crown corporations, government-controlled entities, and municipal entities are not eligible.
- For Volet 1, financial cooperatives and banking institutions are not eligible.
- For Volet 1, applicants that cannot meet the requirements of the Charte de la langue française or that are listed as non-compliant with francization rules are not eligible.
- For Volet 1, applicants listed in the Registre des entreprises non admissibles aux contrats publics (RENA), as well as their subcontractors, are not eligible.
- For Volet 1, applicants under an order made under the Loi sur le bien-être et la sécurité de l’animal, or applicants that failed to meet obligations tied to previous financial assistance from the minister within the previous two years after formal notice, are not eligible.
Eligible expenses
- Fees for eligible advisory services billed to the client
- Travel time billed under the service contract, where applicable
- Eligible consultant travel costs related to distance, where applicable
- Eligible lodging and meal costs related to reimbursable travel, where applicable
Ineligible Costs and Activities
- For Volet 1, advisory services related to recreational cannabis products or products not approved by Health Canada are not eligible.
- For Volet 1, advisory services related to additional cannabis products such as food ingredients, processed food products, topical products, concentrates, tinctures, and capsules are not eligible.
- For Volet 1, advisory services provided by providers not recognized by the Coordination services-conseils are not eligible.
- For Volet 1, advisory services related to the sale of products or services other than advisory services are not eligible.
- For Volet 1, advisory services that create a personal-interest conflict for the adviser are not eligible.

How to apply
- Contact your regional Agriconseils network.
- Complete the company registration form for the Programme services-conseils.
- Send the completed form to the Agriconseils network in your region.
- Obtain a personalized list of advisers based on your needs.
- Meet the adviser you choose and conclude a service contract.
- Receive the funding confirmation from the Agriconseils network.
Processing and Agreement
- The Agriconseils network issues a funding confirmation.
- The adviser handles the claim for assistance.
- A final unsigned invoice may be accepted if it is accompanied by proof of payment, allowing the network to proceed with the final payment.
- A rapport d’intervention must be kept in the client file and may be requested by the network to validate compliance.
- Time sheets for funded activities must be kept on file and may be requested during a compliance control.

- Volets 1 and 2 are administered by the Agriconseils networks, which serve as regional one-stop service points for advisory services.
- The cadre normatif and the guide administratif are the only documents recognized as official for the application of the program.
- The program is part of the Politique bioalimentaire 2025-2035 – Nourrir nos ambitions and is partly funded under the Sustainable Canadian Agricultural Partnership.
