Who is eligible?

• Black-led not-for-profit organizations
• Organizations with a Black-focused mandate
• Legal entities in Canada

Who is not eligible

• Private organizations
• Public organizations
• Organizations that are not not-for-profit

Eligible expenses

• Equipment purchases for work or community spaces
• Renovation or retrofit costs for existing work or community spaces
• Professional fees, materials, supplies, and labour related to eligible renovation work
• Purchase or rental of tools, equipment, or machinery needed for the project

Ineligible Costs and Activities

• Vehicle retrofits or modifications, including cars, vans, and buses
• Renovation or retrofit of private homes or dwellings
• Construction or work focused only on aesthetics or embellishment
• Costs incurred before the agreement is signed
• General operating, staffing, legal, or training costs

Eligible geographic areas

• Canada

• Black-focused mandate and services to Black beneficiaries
• Clear project description and realistic timelines
• Project impact on the organization’s ability to serve Black communities
• Reasonable and detailed project costs
• Consideration of additional vulnerable groups and Black community origins served

• Step 1: Review the applicant guide
  • Read the full guide before starting the application.
• Step 2: Prepare the application package
  • Complete the application form.
  • Gather supporting documents if the project involves renovation or retrofit.
• Step 3: Submit by email or mail
  • Send the completed package to ESDC by email or mail.
  • If mailing the form, send the digital photo by email when applicable.
• Step 4: Keep confirmation and follow-up documents
  • Wait for confirmation of receipt.
  • Provide proof of ownership or lease documents if the project is selected.

• Applications are first screened for eligibility and completeness
• Eligible projects are assessed against program objectives and other selection factors
• Applicants are informed of the decision; approvals are issued by ESDC
• Successful applicants must sign a funding agreement before starting work

• Only complete applications will be considered.
• Projects must begin only after approval and a signed agreement.
• If approved, Quebec public bodies may need provincial authorization before signing.
• Funding decisions are final and there is no appeal process.
