  • Salaries, benefits, and contract services for project work
  • Professional services such as consulting, research, translation, and accessibility accommodations
  • Materials, supplies, printing, communications, and IT/library services
  • Research, evaluation, data collection, analysis, and travel
  • Administrative costs at a flat rate of 15% of total project costs
