- Organizations that are not not-for-profit
- Organizations without national reach across 3 or more regions
- Organizations whose board does not have majority representation of persons with disabilities or disability-related lived experience
Eligible expenses
- Salaries, benefits, and contract services for project work
- Professional services such as consulting, research, translation, and accessibility accommodations
- Materials, supplies, printing, communications, and IT/library services
- Research, evaluation, data collection, analysis, and travel
- Administrative costs at a flat rate of 15% of total project costs

- Consultant fees paid to individuals already receiving a salary from the applicant or a partner

- Costs incurred before the agreement is signed or after it ends
