Overview

Eligible organizations can apply for up to $3,000,000 to develop and deliver services and supports that increase the social inclusion and wellbeing of vulnerable children and youth experiencing social isolation. Funded projects must operate in Canada, include at least one formal partnership, involve children and youth (up to age 30) in project design and implementation, and build organizational capacity for partner collaboration and sustainability planning (ending by March 31, 2026).

Activities funded

  • Developing and delivering services and supports that increase the social inclusion and wellbeing of vulnerable children and youth affected by social isolation.
  • Implementing projects where children and youth (up to age 30) actively contribute to the project’s design and implementation.
  • Carrying out partnership-based initiatives (with at least one formal partnership) to better coordinate supports for vulnerable children and youth.
  • Building organizational capacity to better engage and collaborate with partners as part of delivering the project.
  • Building organizational capacity to strengthen sustainability planning so activities can continue after the funding ends.

Eligibility

  • The applicant organization must be located in Canada and have a CRA business/registration number or proof of provincial incorporation/registration.
  • The applicant must be an eligible organization type: not-for-profit (including charities and other qualified donees), an Indigenous organization (including band/tribal councils and self-government entities), or a provincial/territorial entity (for example, an educational institution, health or social services organization, or a municipality).
  • The project must take place in Canada and align with the objective of increasing the social inclusion and wellbeing of vulnerable children and youth.
  • The project must include at least one formal partnership.
  • The project must provide opportunities for children and youth up to 30 years of age to actively contribute to the project’s design and implementation.

Who is eligible?

  • Not-for-profit organizations (including charities and other qualified donees)
  • Indigenous organizations (including band councils, tribal councils and self-government entities)
  • Educational institutions (such as school boards, colleges and universities)
  • Health and social services organizations (such as hospitals, community health centres and community centres)
  • Municipalities (towns, cities, or municipal government departments and agencies)

Who is not eligible

  • For-profit businesses (funding is intended for non-profit organizations, Indigenous organizations and certain public/provincial/territorial entities).
  • Organizations located outside Canada.
  • Organizations that cannot provide proof of a business number or registration with the CRA, or proof of provincial incorporation/registration.
  • Organizations whose project does not take place in Canada.
  • Organizations that wish to apply to this stream and to the call for proposals “Financial autonomy of low-income individuals” (only one application is accepted between the two; if multiple are submitted, only the first is assessed).

Selection criteria

  • Project objectives: how the project will achieve the program objectives.
  • Organization’s capacity: recent (within the past 5 years), significant (2 years), and relevant experience delivering programs/services aligned with the target group and objectives.
  • Project activities, timelines and feasibility: clarity and alignment of activities, realistic timelines, partnership roles/responsibilities and collaboration strategy, and approach to engaging the targeted community in design and implementation.
  • Project results and impact: expected results/outputs/outcomes, measurable indicators, plan to collect/measure/report results, and impact on social inclusion/wellbeing and organizational capacity (partner collaboration and sustainability planning).
  • Project budget: clear explanation of use of funds and whether costs are reasonable, detailed, and support the proposed activities.

How to apply

Confirm eligibility

  • Confirm your organization is located in Canada and has a CRA business/registration number or proof of provincial incorporation/registration
  • Confirm your organization type is eligible (not-for-profit, Indigenous, or provincial/territorial entity)
  • Confirm the project ends by March 31, 2026, requests no more than $3,000,000, and activities take place in Canada
  • Ensure the project includes at least 1 formal partnership and engagement of children/youth up to 30 in design and implementation

Gather required documents

  • Prepare the completed application form
  • Prepare the completed attestation (Part 4 of the application form)
  • Prepare the completed budget detail template
  • Prepare a document confirming your CRA business/registration number or proof of incorporation/registration, including your organization address

Choose submission method

  • Choose how you will apply: online (GCOS), by email, or by mail
  • Ensure you can use the PDF form (install a compatible PDF reader if needed)

Complete the application forms

  • Complete the application form (EMP5523) with all mandatory information
  • Complete the budget detail template (EMP5570) and ensure amounts match the application form
  • Complete Appendix A if you need to add information and specify the related question number

Finalize the attestation

  • Have an authorized official representative complete the attestation checkboxes
  • Provide the representative’s name, title, and date (no signature required)

Review for completeness

  • Verify your package includes all 4 required items (application form, attestation, budget detail template, and proof of number/incorporation with address)
  • Ensure the application is complete, as only complete packages are considered

Submit the application

  • Submit your application online (GCOS), by email, or by mail
  • Submit before the stated deadline: July 6, 2021 at 12:00 pm (noon) EDT

Await funding decision

  • Wait for ESDC to review your application and make a funding decision
  • Funding decisions were expected in fall 2021

Processing and Agreement

  • Employment and Social Development Canada (ESDC) reviews your application and decides whether you will receive funding.
  • If eligible, ESDC assesses the project against the program’s assessment criteria (including objectives, organizational capacity, feasibility, results/impact, budget, and considerations).
  • Funding decisions were expected in fall 2021.
  • If selected, ESDC may request additional documentation (for example, a letter confirming any cash contribution from other sources).
  • If selected, ESDC may require progress reports listing all cash or in-kind contributions.

Additional information

  • Application period was from May 25, 2021 to July 6, 2021 (12:00 pm noon EDT); funding decisions were expected in fall 2021.
  • Applicants could only submit an application to one of two Calls for Proposals (this call or the “Financial Empowerment of Low-Income People” call); if more than one was submitted, only the first application would be reviewed.
  • Organizations located and operating in Quebec may need to obtain approval from the Quebec government before accepting federal funding (per the Act respecting the Ministère du Conseil exécutif).
  • Information sessions were planned for June (online or by teleconference) for interested applicants.
